RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI May 17, 2016 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, May 17, 2016, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Dave Beckering, Tom Besselman, Laurie Feldman, John Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese and Mary West. Absent: Ron Stivison. City Clerk Laura L. Whitehead was present and performed the duties of that office. File #48483 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by MARY WEST to excuse the absence of Councilmember Ron Stivison. DAVE BECKERING seconded the motion. All voted in favor, motion passed. ADMINISTRATION OF OATH OF OFFICES Council President Mary Ann Ohms announced the administration of the Oaths of Offices for Councilmember Jerry Reese and Councilmember Ron Stivison will be held at the June 7, 2016, Regular City Council Meeting. PUBLIC HEARING There were no public hearings. REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Presentation of Landmarks Board Preservation Awards Landmarks Board Chairperson Steve Martin announced in order to recognize the outstanding contributions that individuals have made to the preservation of our City’s historic resources, the Landmarks Board has initiated what will be an annual preservation awards program, with awards presented each May during National Preservation Month. Since this is the program’s inaugural year, the Landmarks Board is awarding projects completed in 2015, as well as a few other projects from the recent past that are worthy of praise. Nominations were accepted from the public as well as from our own Landmarks Preservation Board. Our Landmarks Board Awards Committee made the final decisions on the award winning projects. Going forward, nomination forms can be found online on the City’s website or through the Community Development Department. The Landmarks Board encourages everyone to nominate a property or a person that has contributed to the preservation of our City’s past through renovation and restoration. The five (5) project categories that are eligible for Preservation Awards include: Residential, Commercial, Publicly-Owned, Sensitive New In-fill and Personal Achievement. The award-winning projects were selected based on the following: the historical and architectural significance of the property preserved by the project; sensitivity to the historic integrity of the building and its site, including streetscapes; preservation or replication of historic  RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI May 17, 2016 ______________________________________________________________________________ materials and quality of project craftsmanship; impact of the project on the preservation of the town’s historic fabric, neighborhoods and resources; and the degree of difficulty of the project. We are thankful that others share in our passion for preservation. We appreciate the City Council and Mayor Faith for allowing us to share these contributions with you tonight and we thank you for all that you do to continue to make our City one that is progressing, yet preserving our historical roots. Recognition of the Grant Jansen Foundation for Donation of K-9 named Lobo to the Police Department Police Chief Randy McKinley introduced Annette Jansen, founder of the Grant Jansen Foundation. The Grant Jansen foundation was established by Ms. Jansen, whose husband, Grant A. Jansen, was a St. Charles Police K9 officer who died in the line of duty. Chief McKinley also introduced and welcomed Lobo, a German Shepherd who has recently been donated to the department by the Grant Jansen Foundation. Chief McKinley introduced the following members of the St. Charles Police Department: K9 Officer Jeremy Bratton (who is partnered with Lobo) and K9 Officer Rich Fischer (who is partnered with Phoenix, a German Shepherd that was donated to the department by the Grant Jansen Foundation in 2012). Chief McKinely also recognized K9 Officer Dan Allen (who is partnered with Nitro) who could not attend this evening’s meeting. Chief McKinley thanked Ms. Jansen for her and her foundation’s continued support to the department and the law enforcement community.  RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI May 17, 2016 ______________________________________________________________________________ Announcement of the 2nd Edition of the City of Saint Charles Accessibility Guidebook and Reception to Celebrate the Release of the Updated Resource Guidebook Council President Mary Ann Ohms announced the 2nd Edition of the City of Saint Charles Accessibility Guidebook is now available. Copies of the guidebook can be obtained by either contacting the Community Development Department or visiting the City’s website. President Ohms thanked the Senior Citizen Advisory Commission, City Council and city staff for their dedication and hard work on the 2nd Edition. File #48518 Verbal Update Relative to Various Road Projects Director of Administration Larry Dobrosky stated there are many road projects going on in the City at this time and in order to keep the City Council updated on the projects staff has created Ward Reports; however, Administration would also like to use the second regular city council meeting of each month as an opportunity to provide a 5-10 minute verbal update on a couple of selected road projects. The verbal update will include highlights or unique things going on with a project that may not have been included in the Ward Reports. City Engineer Kevin Corwin provided an update relative to the West Clay Reconstruction Project and the Kingshighway Project.  RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI May 17, 2016 ______________________________________________________________________________ Councilmember Beckering requested future road project contracts include incentives and/or penalties. Otherwise, he will not support a future road project without these clauses. Mr. Beckering voiced concerns regarding the Fifth Street project. Written and/or Verbal Messages from the Mayor The Honorable Mayor Sally Faith congratulated Chief Craig Dodson for being awarded the “Chief Fire Officer” (CFO) designation by the Commission on Professional Credentialing (CPC). The Honorable Mayor Sally Faith announced a few “What’s Happening” events taking place in the City; along with the Mayor’s Main Street Meeting being held on June 16th at 5:30 p.m. at City Hall, the Farmers Market, and Free Movies in the Park. Mayor Faith further reported there will be major traffic impacts this weekend on I-70 from Route 94 to Fifth Street and to use I-64, Route 364 or Route 370 as alternate routes. PUBLIC COMMENT Jennifer Smith, 416 Quentin Drive, representing St. Charles Jaycees, provided an update regarding the revised Riverfest Parade route.
