RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
May 25, 2016

The City Council convened in a Special Council Meeting on Wednesday, May 25, 2016, at 5:00
p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with
President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith and
the Members of the Council present as follows: Tom Besselman, Laurie Feldman, John Hanneke,
Bridget Ohmes and Jerry Reese. Absent: Dave Beckering, Rod Herrmann, Ron Stivison and
Mary West. Assistant City Clerk Kimberly Hudson was present and performed the duties of that
office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
Recess into Closed Session
A roll call vote was taken to convene into closed session relative to legal actions, causes of
action, or litigation (RSMo 610.021.1) and hiring, firing, disciplining or promoting of particular
employees when information relating to the performance or merit of individual employees is
discussed or recorded (RSMo 610.021.3) with the following results: “Aye”: Besselman,
Feldman, Hanneke, Ohmes, Ohms and Reese. “Nay”: None. Absent: Beckering, Herrmann,
Stivison and West. Motion passed.
Reconvene in Open Session
The Special Council Meeting reconvened in Open Session at 5:15 p.m. with President of the
Council Mary Ann Ohms presiding and the Honorable Mayor Sally A. Faith and Members of the
Council present as follows: Tom Besselman, Laurie Feldman, John Hanneke, Bridget Ohmes,
Jerry Reese and Mary West. Absent: Dave Beckering, Rod Herrmann and Ron Stivision
PUBLIC HEARING
The President of the Council Mary Ann Ohms announced that the following Public Hearing
would now be held. At the conclusion of the hearing, the Special Session continued with the
order of business:
A. Case No. CU-2016-13. (Jessie Wright) An application for a Conditional Use
Permit from §400.290(B)(38) to permit Indoor Retail Sales not listed as permitted
within the FHCD Frenchtown Historic Commercial District, specifically to sell
Craft Beer at 1423 North 2nd Street. The subject property is 5,738 square feet and
is located in Ward 1. (RCA Attached)
PUBLIC COMMENT
Drew Weber, 200 North Third Street, St. Charles, Missouri, representing St. Charles Jaycees,
provided information relative to the new Riverfest Parade route.

Hailey Kintz, 308 Essex Park Drive, O’Fallon, Missouri, representing St. Charles Jaycees,
spoke in favor of the new Riverfest Parade route.
Joe Russell, 913 North Second Street, St. Charles, Missouri, representing Take a Hike, spoke
in favor of the new Riverfest Parade route.
A motion was made by JERRY REESE to excuse the absence of Councilmember Dave
Beckering, Councilmember Rod Herrmann and Councilmember Ron Stivison. TOM
BESSELMAN seconded the motion. All voted in favor, motion passed.
BILLS FOR INTRODUCTION
The following Council Bill was introduced:

An Ordinance Approving Costs of Certain Improvements; and Authorizing Payments
from the Project Fund in Connection with the New Town at St. Charles Neighborhood
Improvement District Phase Four Improvements (Charlestowne Crossing Reimbursement
Number 4) (Sponsor: Rod Herrmann)
ITEMS FOR COUNCIL DISCUSSION AND/OR ACTION
Discussion Relative to the Riverfest Parade Route (referred by Councilmember Jerry
Reese, Councilmember Tom Besselman and Council President Mary Ann Ohms)
A brief discussion was held relative to the Riverfest Parade Route. Councilmember Jerry Reese
voiced concern relative to the new parade route not being communicated to the City Council
members and stated he believes the new route will cause much confusion and does not support
the change in the parade route. Councilmember Bridget Ohmes reported she has no concerns
with the change in the parade route this year and supports the Jaycees in their decision to move
the parade route. Councilmember Laurie Feldman also agreed with Councilmember Ohmes and
has no immediate concerns, however Councilmember Feldman voiced her concern relative to
ensuring the public and community is educated and made aware of the new parade route. Mayor
Sally Faith reported she supports the Jaycees and their contributions to the community however
although the new parade route has been discussed for many years with the Riverfest Committee
it unfortunately was not brought to the Mayor or the City Council’s attention until the final
decision had been made. Councilmember Mary West thanked the Jaycees for their work on the
parade route and voiced support of the Jaycees in their decision to change the parade route.
Council President Mary Ann Ohms read an email from a resident who is in favor of the new
parade route. Councilmember Tom Besselman voiced concern in lack of communication from
the Jaycees and does not support the change in the parade route.
