RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI June 7, 2016 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, June 7, 2016, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Dave Beckering, Tom Besselman, Laurie Feldman, John Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese, Ron Stivison and Mary West. Absent: None. City Clerk Laura L. Whitehead was present and performed the duties of that office. File #48483 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. ADMINISTRATION OF OATH OF OFFICES City Clerk Laura L. Whitehead administered the Oath of Office to the following Councilmember: Ron Stivison – Ward 9, with term ending April, 2019 The Honorable Grace Nichols administered the Oath of Office to the following Councilmember: Jerry Reese – Ward 6, with term ending April, 2019 PUBLIC HEARING The President of the Council Mary Ann Ohms announced that the following Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Case No. CU-2016-7. (Bax Engineering) An application for a Conditional Use Permit from §400.220(C)(1)(k) for a Motor Vehicle Sales Business within the C-2 General Business District, specifically to convert the building and lot into a Motorsports Sales facility at 2020 South Old Highway 94. (City of St. Charles) Text Amendment to Zoning Ordinance Section §400.480(G) Criteria For Outdoor Display for Temporary Retail Sales and Outdoor Display of Merchandise, specifically to add restrictions for outdoor display of merchandise within the right-of-way during the Festival of the Little Hills for businesses within the SMPD South Main Preservation District. (Council Bill 11937) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Presentation of the 2016 Jack Heck Employer of the Year Award (referred by Economic Development) The Honorable Mayor Faith invited Economic Development Director David Leezer to the podium at this time. Director Leezer provided a brief background on the Jack Heck Award and announced Complete Truck, Car & RV Repair as the recipient of the 2016 Jack Heck Award. Mr. Leezer presented the Award to owners Bob and Jan Barks. Councilmember Mary West announced the Duchesne High School Girls Soccer Team won the final game for state championship on Thursday, June 2nd and with this win the Duchesne Girls Soccer Team has won four state championships in a row! This has not been done before. Councilmember West congratulated the team and coaches for a job well done and announced they have been invited to the June 21, 2016, Regular City Council Meeting. CLOSED SESSION A roll call vote was taken to convene into closed session relative to legal actions, causes of action, or litigation (RSMo 610.021.1), hiring, firing, disciplining or promoting of particular employees when information relating to the performance or merit of individual employees is discussed or recorded (RSMo 610.021.3) and sealed proposals and related documents or any documents related to a negotiated contract (RSMo 610.021.12) with the following results: “Aye”: Ohmes, Ohmes, Reese, West, Beckering, Besselman, Feldman, Hanneke and Herrmann. “Nay”: None.
