The City Council convened in a Regular City Council Meeting on Tuesday, June 7, 2016, at 7:00
p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with
President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith and
the Members of the Council present as follows: Dave Beckering, Tom Besselman, Laurie
Feldman, John Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese, Ron Stivison and Mary
West. Absent: None. City Clerk Laura L. Whitehead was present and performed the duties of
that office.

followed by the Pledge of Allegiance to the Flag.

City Clerk Laura L. Whitehead administered the Oath of Office to the following

PUBLIC HEARING
The President of the Council Mary Ann Ohms announced that the following Public Hearing
would now be held. At the conclusion of the hearing, the Regular Session continued with the
order of business:
A. Case No. CU-2016-7. (Bax Engineering) An application for a Conditional Use
Permit from §400.220(C)(1)(k) for a Motor Vehicle Sales Business within the C-2
General Business District, specifically to convert the building and lot into a
Motorsports Sales facility at 2020 South Old Highway 94. The subject property is
0.51 acres and is located in Ward 4. The Applicant has requested that this item
be tabled until the June 27, 2016, Planning and Zoning Commission Meeting.

for outdoor display of merchandise within the right-of-way during the Festival of
the Little Hills for businesses within the SMPD South Main Preservation

Presentation of the 2016 Jack Heck Employer of the Year Award (referred by Economic
Development)
The Honorable Mayor Faith invited Economic Development Director David Leezer to the
podium at this time.
Director Leezer provided a brief background on the Jack Heck Award and announced Complete
Truck, Car & RV Repair as the recipient of the 2016 Jack Heck Award. Mr. Leezer presented
the Award to owners Bob and Jan Barks.

Soccer Team has won four state championships in a row! This has not been done before.
Councilmember West congratulated the team and coaches for a job well done and announced
they have been invited to the June 21, 2016, Regular City Council Meeting.
APPROVAL OF CLOSED MINUTES
A motion was made by DAVE BECKERING to approve the following closed session minutes:
A. City Council Work Session of May 10, 2016 relative to legal actions, causes of
action, or litigation (RSMo 610.021.1); leasing, purchase or sale of real estate
where public knowledge of the transaction might adversely affect the legal
consideration therefor (RSMo 610.021.2); and sealed proposals and related
documents or any documents related to a negotiated contract (RSMo 610.021.12)
at 6:30 p.m.
B. City Council Work Session of May 17, 2016 relative to legal actions, causes of
action, or litigation (RSMo 610.021.1) and leasing, purchase or sale of real estate
where public knowledge of the transaction might adversely affect the legal
consideration therefor (RSMo 610.021.2) at 6:30 p.m.
JERRY REESE seconded the motion. A roll call vote was taken with the following results:
“Aye”: Herrmann, Ohmes, Ohms, Reese, West, Beckering, Besselman, Feldman and Hanneke.
“Nay”: None. Absent: Stivison. Motion passed.
CLOSED SESSION
A roll call vote was taken to convene into closed session relative to legal actions, causes of
action, or litigation (RSMo 610.021.1), hiring, firing, disciplining or promoting of particular
employees when information relating to the performance or merit of individual employees is
discussed or recorded (RSMo 610.021.3) and sealed proposals and related documents or any
documents related to a negotiated contract (RSMo 610.021.12) with the following results:
“Aye”: Ohmes, Ohmes, Reese, West, Beckering, Besselman, Feldman, Hanneke and Herrmann.
“Nay”: None. Absent: Stivison. Motion passed.
