RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI June 21, 2016 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, June 21, 2016, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Tom Besselman, Laurie Feldman, John Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese and Mary West. Absent: Dave Beckering and Ron Stivison. City Clerk Laura L. Whitehead was present and performed the duties of that office. File #48483 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by ROD HERRMANN to excuse the absence of Councilmember Dave Beckering and Councilmember Ron Stivison. JERRY REESE seconded the motion. All voted in favor, motion passed. PUBLIC HEARING The President of the Council Mary Ann Ohms announced that the following Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Amendment to the 2016 Annual Action Plan Budget and to Amend Year Five of the 2012-2016 Consolidated Plan for use of CDBG Funds to a new Five Year Plan 2016-2020 to Align Plan Years with St. Louis HOME Consortium as Required by HUD. (Council Bill 11933) B. Case No. PDA-2016-01. (McBride Town Development, LLC). An application to amend the adopted New Town Regulating Plan Transect Zone Map for a portion of The New Town at St. Charles from areas identified as D District and CP Civic Parking to T5 Urban Center Transect Zone as well as changes to drive and building layouts to an 11.82 acres tract adjacent to Broad Street and Meeker Street. (Ward 8) (Council Bill 11949) (The Public Hearing is to Remain Open until the July 5, 2016 Regular City Council Meeting, per Applicant’s Request) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Recognition of the Duchesne High School Girls Varsity Soccer Team for the State- Record in Achieving Four Consecutive State Championships Councilmember Mary West congratulated Coach Patrick Turner and the girls’ varsity soccer team for achieving four consecutive state championships. Coach Turner and several members of the team were present for the recognition. RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI June 21, 2016 ______________________________________________________________________________ Recognition of 15th Anniversary of Reclaim Services A Certificate of Recognition was presented to Greg Nash and Cyndee England on 15 years of business in the City of Saint Charles. Mayor Faith and the City Councilmembers congratulated and thanked Greg & Cyndee for their dedication and service to our residents. Recognition of Telly Awards Presented to Media Division Staff Mayor Faith announced Jim Pruitt and Jim Dreyer from the City’s Media Division each received a bronze Telly Award at the 37th Annual TELLY Award Event. Both Jim & Jim provided a brief description of the production(s) that won them their awards. Verbal Update Relative to Various Road Projects Assistant Director of Public Works John Zimmerman provided a brief update on various projects relating to the “operations” side of Public Works and Public Works Senior Project Manager Brad Temme provided a brief update on various on-going road projects. Director of Administration Larry Dobrosky stated this is an opportunity for Public Works to provide a quick update on various projects to the Councilmembers and the residents. Mr. Dobrosky asked the Councilmembers to advise Administration if there are any specific projects they’d like staff to address/update at the July 19th meeting. Budget Amendment No. 7 (Council Bill 11945) Mayor Faith announced Budget Amendment No. 7 is being introduced this evening. Ms. Schmerler provided a PowerPoint presentation regarding the Keep it Close Campaign. Ms. Feldman thanked Ms. Schmerler and all the members of the Keep it Close Campaign Committee for their time and dedication to serve on this committee. Ms. Feldman also provided a brief account on the accident she suffered late summer 2014 and the importance of having your cell phone on your person should you need to call for help. This saved her life. RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI June 21, 2016 ______________________________________________________________________________ Ms. Feldman requested the Councilmember’s support in funding educational and promotional material/pieces from the council directives account in the amount of $3,000. Ms. Feldman further reported these items could be distributed at the upcoming St. Charles Night Out Event. A motion was made by JERRY REESE to fund $3,000 from the council directives account for the purchase of educational/items for the promotion of the Keep it Close campaign. MARY WEST seconded the motion. A roll call vote was taken, with the following results: “Aye”: Herrmann, Ohmes, Ohms, Reese, West, Besselman, Feldman and Hanneke. “Nay”: None. Absent: Stivison and Beckering. Motion passed. File #48591 Request for Funding from Council Directives Councilmember Mary West and Councilmember Jerry Reese thanked Police Chief Randy McKinley for the information regarding the need to purchase equipment for a prescription drug take back/drop off program. Mr. Reese provided an overview of the equipment and how it will be used. A brief discussion was held regarding maintenance on the equipment and if there are any EPA requirements for said equipment. A motion was made by JERRY REESE to approve funding $6,106 from the council directives account to purchase one (1) In-Wall RX Drug Take Back Drop Box in the amount of $1,906 and one (1) Elastec Drug Terminator in the amount of $4,200. TOM BESSELMAN seconded the motion. A roll call vote was taken, with the following results: “Aye”: Ohmes, Ohms, Reese, West, Besselman, Feldman, Hanneke and Herrmann. “Nay”: None. Councilmember Herrmann also reported there were some poles down along Elm Point Road and thanked whoever handled removing the poles. Councilmember Jerry Reese announced the Farmers Market is open every Saturday morning and encouraged everyone to make a trip to the Market. APPROVAL OF CLOSED MINUTES A motion was made by JERRY REESE to approve the following closed session minutes: A. Special Council Meeting on Tuesday, May 25, 2016, and following the required roll call vote in open session, the Council convened in closed session relative to legal actions, causes of action, or litigation (RSMo 610.021.1) and hiring, firing, disciplining or promoting of particular employees when information relating to the performance or merit of individual employees is discussed or recorded (RSMo 610.021.3) at 5:03 p.m. MARY WEST seconded the motion.
