RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI July 5, 2016 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, July 5, 2016, at 7:05 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Dave Beckering, Tom Besselman, Laurie Feldman, John Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese, Ron Stivison and Mary West. Absent: None. City Clerk Laura L. Whitehead was present and performed the duties of that office. File #48483 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. PUBLIC HEARING The President of the Council Mary Ann Ohms announced that the following Public Hearings would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Case No. PDA-2016-01. (McBride Town Development, LLC). An application to amend the adopted New Town Regulating Plan Transect Zone Map for a portion of The New Town at St. Charles from areas identified as D District and CP Civic Parking to T5 Urban Center Transect Zone as well as changes to drive and building layouts to an 11.82 acres tract adjacent to Broad Street and Meeker Street. (Ward 8) (This Public Hearing is to Remain Open until the July 19, 2016 Regular City Council Meeting per Applicant’s Request) (Council Bill 11949 – Supplemental RCA Attached) B. Case No. CU-2016-7. File #48518 Budget Amendment No. 8 (Council Bill 11955) Mayor Faith announced Budget Amendment No. 8 is being introduced this evening. File # 48598 Written and/or Verbal Message from the Mayor Mayor Faith recognized Municipal Court Administrator Lisa Thompson as recipient of the Award of Merit she received from the Missouri Association of Court Administrators. Mayor Faith announced the 4th of July parade and the new route was a success. Mayor Faith thanked the Convention and Visitors Bureau, Parks Department and Jaycees for another successful Riverfest Event. Mayor Faith announced several upcoming events happening in the City of Saint Charles. For more information on these and other events, visit www.historicstcharles.com. PUBLIC COMMENT Michael Kaveler, 44 Huntington Parkway, St. Charles, Missouri, voiced concerns relative to himself being unlawfully banned from the public library without due process or evidence. Mr. Kaveler was advised the City of Saint Charles has no authority over the public library and recommended that he contact the Board of Directors of the St. Charles City-County Library District. Police Chief McKinley offered his business card to Mr. Kaveler and advised Mr. Kaveler to contact him tomorrow morning and he’d provide him with the Library District contact information. Bill Gaines, 3209 Hawk Drive, St. Charles, Missouri, complimented the City of Saint Charles and stated there’s no better city to live in. Mr. Gaines further reported he had a few items that he’d like the City of Saint Charles to address: the condition of the street at Duchesne between West Clay and Droste is deplorable; the condition of the road at Truman Blvd. is in poor conditions; the big apartment building located at Second Street and Olive Street could possibly RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI July 5, 2016 ______________________________________________________________________________ have a mural painted on the outside of it; continue with Saturday morning music at the Farmer’s Market; and the ditch at the lift station – dirt has washed down into it and there is stagnate water making it a haven for mosquitos. The money saved by waiving these fees will allow the school district to purchase additional tools for the students. Councilmember Beckering announced he supports the school district’s program but voiced concerns with waiving the fees. A motion was made by JERRY REESE to approve waiving the water and sanitary tap fees in the amount of $2,000 for Lewis & Clark Vocation School as presented to City Council. ROD HERRMANN seconded the motion. A roll call vote was taken, with the following results: “Aye”: Hanneke, Herrmann, Ohmes, Ohms, Reese, Stivison, West and Besselman. “Nay”: Beckering.
