The City Council convened in a Regular City Council Meeting on Tuesday, September 6, 2016,
at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith
and the Members of the Council present as follows: Dave Beckering, Tom Besselman, Laurie
Feldman, John Hanneke, Rod Herrmann, Bridget Ohmes and Jerry Reese. Absent: Ron Stivison
and Mary West. City Clerk Laura L. Whitehead was present and performed the duties of that
office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by ROD HERRMANN to excuse the absence of Councilmember Ron
Stivison. JOHN HANNEKE seconded the motion. A roll call vote was taken, with the
following results: “Aye”: Besselman, Feldman, Hanneke, Herrmann, Ohmes, Ohms, Reese,
West and Beckering. “Nay”: None. Absent: Stivison. Motion passed.
August 2, 2016 Election Results
1. Canvass of Election Results of the Special Municipal Election held on Tuesday,
August 2, 2016, and Declaration of the Election Results (RCA Attached)
A motion was made by BRIDGET OHMES to receive and approve the certification of the
election results of the Special Municipal Election held on August 2, 2016. JERRY REESE
seconded the motion. A roll call vote was taken, with the following results: “Aye”: Feldman,
Hanneke, Herrmann, Ohmes, Ohms, Reese, West, Beckering and Besselman. “Nay”: None.
Absent: Stivison. Motion passed.

ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS
Councilmember Laurie Feldman announced the Keep It Close Campaign has been finalized and
thanked everyone involved for making this happen! Councilmember Feldman asked staff to
have the kits for this campaign available for distribution at the upcoming St. Charles Night Out
Event. The kits can also be distributed to groups and organizations that city officials meet with.
The kits will contain key chains, magnets, post cards and window decals. Councilmember Mary
West thanked Councilmember Feldman for implementing this program.
Councilmember Jerry Reese announced Council Bill 11987 regarding the Meals on Wheels
Program was introduced this evening. The Senior Citizen Advisory Commission will be meeting
next Tuesday to discuss their second campaign for this program. Councilmember Reese reported
a check in the amount of $20,000 will be presented to the Meals on Wheels Program
representatives at the October 4, 2016, Regular City Council Meeting.
