RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
October 4, 2016

The City Council convened in a Regular City Council Meeting on Tuesday, October 4, 2016, at
7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith
and the Members of the Council present as follows: Dave Beckering, Tom Besselman, John
Hanneke, Rod Herrmann, Jerry Reese, and Mary West. Absent: Laurie Feldman and Bridget
Ohmes. A motion was made by ROD HERRMANN to allow Councilmember Ron Stivison to
participate in tonight’s meeting via video conferencing. DAVE BECKERING seconded the
motion. A roll call vote was taken, with the following results: “Aye”: Besselman, Hanneke,
Herrmann, Ohms, Reese, West and Beckering. “Nay”: None. Absent: Feldman and Ohmes.
Motion passed. City Clerk Laura L. Whitehead was present and performed the duties of that
office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by ROD HERRMANN to excuse the absences of Councilmember Laurie
Feldman and Councilmember Bridget Ohmes. All voted in favor, motion passed.
PUBLIC HEARING
The President of the Council Mary Ann Ohms announced that the following Public Hearing
would now be held. At the conclusion of the hearing, the Regular Session continued with the
order of business:
A. Case No. Z-2016-10. (Dan Dokovic – Intelica CRE) An application to rezone
upon annexation a 0.396 acre tract of land known as 3050 West Clay Street, from
St. Charles County C-2 General Business District to City of St. Charles C-2
General Business District. The property will be located in Ward 6 upon
annexation (Council Bill 12012)
B. Case No. Z-2016-11. (Rowles Development LLC) An application to rezone upon
annexation an approximately 2.55 acre tract of land known as 2943 Kandahar
Drive, from St. Charles County R1E Single-Family Residential District to City of
St. Charles R-1D Single-Family Residential District. The property will be located
in Ward 6 upon annexation (Council Bill 12010)
C. Case No. CU-2016-28. (St. Charles Engineering & Surveying) An application for
a Conditional Use Permit from §400.230(C)(1)(c) for a Material Storage Yard
within the C-3 Highway Business District, specifically to provide outdoor storage
for an electrical contractor business at 2115 South Old Highway 94. The subject
property is 1.52 acres and is located in Ward 4 (RCA Attached)
D. Case No. CU-2016-29. (Grimes Consulting, Inc. – SYSCO Food Service of St.
Louis, Inc.) An application for a Conditional Use Permit from §400.250(C)(1) for
outdoor storage within the I-2 Heavy Industrial District, specifically to approve
the storage of trailers only on an existing vacant lot at the northeast corner of the

REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS
Proclamation Proclaiming October as Dysautonomia Awareness Month in the City of
Saint Charles, Missouri
Check Presentation to Mid-East Area Agency on Aging for the Meals on Wheels
Program
Councilmember Jerry Reese and Members of the Senior Citizens Advisory Commission
presented a check in the amount of $20,000 to the Mid-East Area Agency on Aging for the
Meals on Wheels Program. Mid-East Area Agency on Aging Executive Director Mary Schaefer
accepted the check and thanked Mayor Faith, Members of the Council and the
residents/community of the City of Saint Charles for supporting the Program.
Presentation by the Boys & Girls Clubs of St. Charles County
The Honorable Mayor Sally A. Faith announced the presentation by the Boys & Girls Clubs of
St. Charles County will be presented at the October 18, 2016 Regular City Council Meeting.
Update on Various Public Works Projects
Director of Engineering Jerry Hurlbert provided an update on the following road projects: Fifth
Street, Kingshighway, West Clay. Mr. Hurlbert also provided a brief update on the following
items: Pavement Repair Program, approval of eight projects submitted to the County Road
Board, Spud Barge, and adding incentives and de-incentives to the bid documents.
Appointments to Boards/Commissions/Committees
A motion was made by DAVE BECKERING to approve the following appointments:
FAIR HOUSING COMMISSION:
Appointment of Marcy Bursac to a three-year term ending in June, 2019.
CITIZENS WITH DISABILITIES ADVISORY BOARD:
Re-Appointment of Adam Sparks to a three-year term ending in October, 2019.

Written and/or Verbal Messages from the Mayor
The Honorable Mayor Sally A. Faith read a letter received by a resident thanking Officer Tipton
from the City of Saint Charles Police Department for assistance he provided on an incident.
Mayor Faith read a second letter received by a resident thanking the City of Saint Charles for
cleaning the side-walks on Hackmann Road.
The Honorable Mayor Sally A. Faith announced the City of Saint Charles Economic
Development Department was the recipient of the Special Award for Pioneers in Economic
Development Week at the 2016 International Economic Development Council Conference.
The Honorable Mayor Sally A. Faith provided an update on the upcoming road closures at Hwy
70 and Fifth Street.

Discussion Relative to Establishing a Meeting Date with the City of St. Charles School
District Board of Education (Councilmember Jerry Reese)
Councilmember Jerry Reese announced he met with City of Saint Charles School District
Superintendent Jeff Marion. Mr. Marion has requested a joint meeting between the City of Saint
Charles and the School District. The joint meeting will be held on Wednesday, February 15,
2017 at the school district’s administrative building.

It was the consensus of the Councilmembers to schedule the meeting as proposed. It was also
suggested to invite the Orchard Farm School District Board and the Francis Howell School
