The City Council convened in a Regular City Council Meeting on Tuesday, November 1, 2016,
at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith
and the Members of the Council present as follows: Dave Beckering, Tom Besselman, John
Hanneke, Laurie Feldman, Rod Herrmann, Bridget Ohmes, Jerry Reese, and Mary West.
Absent: Ron Stivison. City Clerk Laura L. Whitehead was present and performed the duties of
that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by ROD HERRMANN to excuse the absence of Councilmember Ron
Stivison. JOHN HANNEKE seconded the motion. All voted in favor, motion passed.
PUBLIC HEARING
The President of the Council Mary Ann Ohms announced that the following Public Hearing
would now be held. At the conclusion of the hearing, the Regular Session continued with the
order of business:
A. Case No. CU-2016-27. (St. Charles Oktoberfest, Inc. – Dan Foust) An
application for a Conditional Use Permit from §400.230(C)(1)(c) for a Material
Storage Yard in connection with a permitted use within the C-3 Highway
Business District, specifically to approve outdoor storage in connection with a
proposed warehouse at 102 Howard Street. The subject property is 0.57 acres and
is located in Ward 1. (RCA Attached)
B. Case No. Z-2016-12. (THD Design Group) An application to rezone upon
annexation a 9.62 acre tract of land known as 500 Blanche Drive, from St.

C. Case No. Z-2016-13. (St. Charles Properties) An application to rezone a tract of

the FPD Frenchtown Preservation District to I-1 Light Industrial District within
the FPD Frenchtown Preservation District. The subject property is 7.42 acres in
size and is located in Ward 1. Item is to be Held. The Planning and Zoning
Commission approved to table this application until the November 21, 2016

REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS
Written and/or Verbal Messages from the Mayor
Mayor Faith read a letter received by a resident who wanted to tell a story regarding one of the
City of Saint Charles’ Police Officer Mark Grothe who assisted her with a flat tire on a Saturday.
The resident stated Officer Grothe went above and beyond assisting her and that she is very
thankful he was there to rescue her. Mayor Faith thanked Officer Mark Grothe for his service
and dedication to the community.
Mayor Faith read an article posted on Facebook regarding a recent visit by the City of Saint
Charles to Lincoln Elementary School to teach the students about fire safety and escaping a
house if it were to catch fire. One of the students was very nervous about the idea of doing this.
Firefighter Brian Ezell sat with the student and allowed him to participate in the activity without
the smoke or the alarm. Mayor Faith thanked Firefighter Brian Ezell for his service and
dedication to the community.
Mayor Faith announced upcoming events, Gene’s Shoes on Main Street is having an exhibit of
“Collection of Shoes from the Past”, and the Veterans Day Program is being held on Friday,
November 11th at 11am at the St. Charles Veteran’s Memorial at Bishops Landing. For more

Update on Various Public Works Projects
Director of Public Works Jerry Hurlbert provided a brief update on the Fairgrounds Road
Project.

A motion was made by LAURIE FELDMAN to table Council Bill 12053 to the January 3, 2017,
Regular Council Meeting pending additional information, a traffic study and a meeting with the
developer and appropriate city staff members. The additional information requested is as
follows: data showing the use and affect the proposed development will have on the sewer
structures and roads and a copy of the plat for the proposed development be distributed to the full
Council. MARY WEST seconded the motion. A roll call vote was taken, with the following
results: “Aye”: West, Beckering, Besselman, Feldman, Hanneke, Herrmann, Ohmes, Ohms and
Reese. “Nay”: None. Absent: Stivison. Motion passed.

The applicant requested clarification on what information is being sought. Councilmember
Feldman stated the following: Where do the lines tie into the development and who pays for
this, who maintains the road leading into the development (believes it’s a county road), and the
impact the proposed development will have on the Pearl Ridge Subdivision. Councilmember
Rod Herrmann requested to add storm water to the list – how controlled, where the water will be
going and the impact. Director Evans reported the preliminary plat of the development is
available. It was reported the first step in all of this is to set up a meeting with Councilmember
Feldman.

iii. Councilmember Beckering requested the 60th percentile
salary/market data of comparable jobs for the cities of St.
Peters, O’Fallon and Wentzville. Councilmember
Beckering also requested the councilmembers receive the
market data regarding benefit packages
iv. Council President Mary Ann Ohms requested data as to
why the report shows the City spending more than we have
v. Councilmember Besselman inquired if staff could look into
this (lack of sidewalks around new post office). Director
Hurlbert reported this item can be placed on a future Street
Committee agenda for discussion

from the 2016 budget

required roll call vote in open session, the Council convened in closed session r
relative to legal actions, causes of action, or litigation (RSMo 610.021.1) hiring,
firing, disciplining or promoting of particular employees when information
relating to the performance or merit of individual employees is discussed or
recorded (RSMo 610.021.3) and sealed proposals and related documents or any
documents related to a negotiated contract (RSMo 610.021.12) at 6:30 p.m.
BRIDGET OHMES seconded the motion. A roll call vote was taken with the following results:
“Aye”: Besselman, Feldman, Hanneke, Herrmann, Ohmes, Ohms, Reese, West and Beckering.
