RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI October 18, 2016 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, October 18, 2016, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Dave Beckering, Tom Besselman, Laurie Feldman, Rod Herrmann and Jerry Reese. Absent: John Hanneke, Bridget Ohmes and Mary West. A motion was made by ROD HERRMANN to allow Councilmember Ron Stivison to participate in tonight’s meeting via video conferencing. DAVE BECKERING seconded the motion. A roll call vote was taken, with the following results: “Aye”: Besselman, Feldman, Herrmann, Ohms, Reese and Beckering. “Nay”: None. Absent: Hanneke, Ohmes and West. Motion passed. City Clerk Laura L. Whitehead was present and performed the duties of that office. A motion was made by LAURIE FELDMAN to excuse the absences of Councilmember John Hanneke, Councilmember Bridget Ohmes and Councilmember Mary West. All voted in favor, motion passed. File #48518 Presentation by Girls & Boys Clubs of St. Charles County Girls and Boys Clubs of St. Charles County Director of Community Development Jeanette Koechner reported the Boys and Girls Clubs of St. Charles County have partnered with Mallinckrodt to distribute 10,000 unused medication disposal packets to members of various organizations and schools within our community. To date over 8,200 disposal packets have been distributed. Ms. Koechner reported these packets along with the prescription drug drop box located at the Police Department on Zumbehl Road is a great way to keep medication from being flushed down our sewer system or getting into the wrong hands. Councilmember Jerry Reese requested additional packets for the Senior Center facility. Councilmember Laurie Feldman requested Public Information Manager Beth Norviel put create a link regarding the disposable packets and the prescription drug drop box and have the link placed on the councilmember’s webpages. Councilmember Feldman also requested a document regarding the packets and drop box be created for use at future ward meetings. Written and/or Verbal Messages from the Mayor The Honorable Mayor Sally Faith thanked the Public Works Department for a concrete repair that was completed last night. The Honorable Mayor Sally Faith read a thank you letter regarding the well-kept restrooms at Fountain Lakes. The Honorable Mayor Sally announced upcoming Halloween, Christmas, Foundry Art Centre and Farmers Market events. And, the 60th Anniversary of the St. Charles Historical Society! PUBLIC COMMENT Kyna Iman, representing Missourian for Fair Taxation, 3819 Harmony Lane, Bridgeton, Missouri, spoke in reference to the November 8th ballot issue regarding Amendment 4. Shirley Westerman, 48 Spring Oaks Drive, St. Charles, Missouri, requested the City’s assistance in establishing a no parking zone on the north side of Spring Oaks Drive. Councilmember Rod Herrmann reported this item will be placed on the next Street Committee Agenda for review and discussion. Report of the Court Administrator of Monies Collected and Deposited during the Month of September 2016 File #48516 ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS Written and/or Verbal Messages from the Council Members APPROVAL OF CLOSED MINUTES A motion was made by DAVE BECKERING to approve the following closed session minutes: City Council Work Session on Tuesday, September 20, 2016, and following the required roll call vote in open session, the Council convened in closed session relative to legal actions, causes of action, or litigation (RSMo 610.021.1) and preparation, including any discussions or work product, on behalf of the Council or its representatives for negotiations with employee groups (RSMo 610.021.9) at 6:30 p.m. ROD HERRMANN seconded the motion. A roll call vote was taken, with the following results: “Aye”: Ohms, Reese, Stivison, Beckering, Besselman, Feldman and Herrmann. “Nay”: None. Absent: West, Hanneke and Ohmes. Motion passed.
