RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
November 15, 2016

The City Council convened in a Regular City Council Meeting on Tuesday, November 15, 2016,
at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith
and the Members of the Council present as follows: Dave Beckering, Tom Besselman, Laurie
Feldman, John Hanneke, Rod Herrmann, Bridget Ohmes and Mary West. Absent: Jerry Reese.
A motion was made by ROD HERRMANN to allow Councilmember Ron Stivison to participate
in tonight’s meeting via video conferencing. DAVE BECKERING seconded the motion. A roll
call vote was taken, with the following results: “Aye”: Besselman, Feldman, Hanneke,
Herrmann, Ohmes, Ohms, West and Beckering. “Nay”: None. Absent: Reese. Motion passed.
City Clerk Laura L. Whitehead was present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by ROD HERRMANN to excuse the absences of Councilmember Jerry
Reese. DAVE BECKERING seconded the motion. All voted in favor, motion passed.

REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS
Performance by the Christmas Traditions Carolers
Entertainment was provided by the Christmas Traditions Carolers.
Presentation of Proclamation Declaring November 13 – 19, 2016 as “American
Education Week”
The Honorable Mayor Sally A. Faith presented a proclamation declaring November 13-19, 2016,
as “American Education Week”. Larry DuFour representing the St. Charles Legion Post 312
accepted the proclamation. Mr. DuFour reported students from the community were asked to
write an essay titled “Why I should Vote”. The following students were recognized: 1st Place
Allie Curtit (St. Charles Borromeo Elementary); 2nd Place Waverly Boock (St. Charles Borromeo
Elementary; and 3rd Place Lydia Kaushik (St. Charles Borromeo). Allie, Waverly and Lydia
read their winning essays.
Presentation of Proclamation Declaring November 22, 2016 as the 26th Annual “No
Hunger Holiday”
The Honorable Mayor Sally A. Faith presented a proclamation declaring November 22, 2016, as
“No Hunger Holiday”. Representatives from the Harvester Knights of Columbus accepted the

Update Relative to Various Public Works Projects
Director of Public Works Jerry Hurlbert provided a brief update regarding the West Clay Project
(west of Duchesne). Mr. Hurlbert also provided a brief update regarding the Eastern Missouri
Pavement Consortium Agreement between the City of Saint Charles and the City of O’Fallon,
the Order of Business for future Board of Public Works agendas/meetings, the updates being
implemented to the Project Management Reports.
Budget Amendment No. 11
Councilmember Dave Beckering inquired if the County Road Board item was added to the
budget amendment. Director of Administration Larry Dobrosky advised he will provide the
answer to the full Council.
