RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
December 6, 2016

The City Council convened in a Regular City Council Meeting on Tuesday, December 6, 2016,
at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith
and the Members of the Council present as follows: Dave Beckering, Tom Besselman, Laurie
Feldman, John Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese and Mary West. Absent:
Ron Stivison. City Clerk Laura L. Whitehead was present and performed the duties of that
office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by ROD HERRMANN to excuse the absence of Councilmember Ron
Stivison. DAVE BECKERING seconded the motion. A roll call vote was taken, with the
following results: “Aye”: Besselman, Feldman, Hanneke, Herrmann, Ohmes, Ohms, Reese,
West and Beckering. “Nay”: None. Absent: Stivison. Motion passed.
PUBLIC HEARING
The President of the Council Mary Ann Ohms announced that the following Public Hearing
would now be held. At the conclusion of the hearing, the Regular Session continued with the
order of business:
A. Operating Budget for Fiscal Year 2017 (Council Bill 12077)
B. Capital Improvement Plan for Fiscal Years 2017-2022 (RCA Attached)
C. Case No. Z-2016-13. (St. Charles Properties) An application to rezone a tract of
land known as 625 North Main Center, from I-2 Heavy Industrial District within
the FPD Frenchtown Preservation District to I-1 Light Industrial District within
the FPD Frenchtown Preservation District. The subject property is 7.42 acres in
size and is located in Ward 1. Item is to be held until the January 3, 2017

*E. Case No. Z-2016-15. (SmithAmundsen LLC – Brad Goss) An application to
rezone upon annexation a 160.3 acre tract of land located south of the terminus of
Granger Boulevard, from St. Charles County I2 Heavy Industrial District to City
of St. Charles PD-MU Planned Development-Mixed Use District subject to the
terms and requirements of the New Town St. Charles Regulating Plan as
amended. The property will be located in Ward 8 upon annexation (RCA

G. Case No. CU-2016-33. (OASIS Food Pantry – Terry Rodewald) An application
for a Conditional Use Permit from §400.230(C)(1)(a) for a temporary shelter
within the C-3 Highway Business District located at 1812 Boone’s Lick Road.
The subject property is 1.08 acres and is located in Ward 2. Item is to be

I. Case No. CU-2016-35. (MAKAK-4LLC – Mark Finnegan) An application for a
Conditional Use Permit from §400.240(C)(1)(a) specifically for a taxi cab station
with accessory motor vehicle storage and repair within the I-1 Light Industrial
District located at 1779 Scherer Parkway. The subject property is approximately

approximately 170 feet north of the intersection of Elm Street and Millstone

REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS
A. Proclamation Recognizing Dr. James Hood for Many Years of Service to the City
of Saint Charles, Missouri
The Honorable Mayor Sally A. Faith presented a proclamation to Dr. James Hood for his many
years of service to the City of Saint Charles, Missouri. Mayor Faith reported Dr. Hood was first
appointed to the Board of Adjustment on December 5, 1989. That means Dr. Hood served just
less than 27 years which is an amazing accomplishment! Members of the City Council and staff
members also thanked Dr. Hood for his many years of service to the community. Dr. Hood
received a standing ovation.
B. Recognition of Fire Captain Jamie Young and Firefighter Engineer Michael
McCarthy as Recipients of the Greater St. Louis Area Fire Chief’s Association
Class I Gold Medal of Valor
Chief Craig Dodson introduced Captain Jamie Young and Engineer Michael McCarthy. Chief
Dodson explained both gentlemen received the Class I Gold Medal of Valor on October 14, 2016
from the Greater St. Louis Area Fire Chief’s Association for their efforts during flash flooding
that occurred on Wild Horse Creek in Chesterfield on the evening of December 26, 2015. The
St. Charles Fire Department was a part of a Swift Water Task Force that was formed for this type
of event. Captain Young and Engineer McCarthy assisted in rescuing an individual who was
trapped in the tree line as a result of the rain swollen creek and very fast moving water.
C. Recognition of Police Officer Jeff Haislip as Recipient of the Missouri Medal of
Valor and Introduction of Newly Promoted Police Sergeant Roderick Jones
Chief Randy McKinley introduced Officer Jeff Haislip. Chief McKinley stated Officer Haislip
received the states Medal of Valor from Governor Nixon on Monday the 28th at the state Capitol
in Jefferson City. Officer Haislip was the first to arrive at a house fire and forced his way in

rescuing an 86 year old woman. He then returned to rescue her cat. Officer Haislip is a C
platoon patrol officer, a member of our police/fire honor guard, and a long time SWAT team
operator. Chief McKinley introduced newly promoted Sergeant Roderick Jones. Sergeant Jones
came to us three years ago from St Louis County Police. He is a member of our Special
Enforcement Unit. He will be assigned as a Sergeant on C Platoon.
D. Introduction of Department of Administration Management Analyst Don Stolberg
Director of Administration Larry Dobrosky introduced Don Stolberg. Mr. Stolberg provided a
brief biography of his educational, employment, military history.
E. Appointments to Boards/Commissions/Committees
A motion was made by DAVE BECKERING to approve the following appointments:
SENIOR CITIZEN ADVISORY BOARD:
Appointment of Sandy Johnson Hershey to fulfill the three-year term ending in September, 2017,
which had been previously held by Eileen Lyons.
ROD HERRMANN seconded the motion. A roll call vote was taken, with the following results:

F. Written and/or Verbal Messages from the Mayor
The Honorable Mayor Sally A. Faith announced the City of Saint Charles’ Finance Department
is once again the recipient of the Certificate of Achievement for Excellence in Financial
Reporting for the 2015 CAFR. This is the 28th consecutive year that the City has received this
prestigious award. Jennifer O’Connor, Audit and Accounting Manager, is the staff member in
Finance that is primarily responsible for preparing the CAFR.
The Honorable Mayor Sally A. Faith reported she received a phone call from a resident who
called to say she had just been walking her dog on Main Street and noticed how nice Main Street
is kept. The resident wanted to give thanks to the gentlemen that were laying the bricks on Main
Street, the employee who sweeps the street and the lady who is keeping the street clear of trash.
The Honorable Mayor Sally A. Faith announced Christmas Traditions is underway! Mayor Faith
announced other “happenings” around town. Visit www.historicstcharles.org to see the
Christmas Traditions schedule as well as the other events taking place this holiday season.

ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS
Written and/or Verbal Messages from the Council Members
Councilmember Jerry Reese announced the joint meeting between the City of Saint Charles and
the St. Charles School Board, Orchard Farm School Board and Francis Howell School Board
will be held on Wednesday, February 15th. Councilmember Reese requested the
Councilmembers to please forward any items for discussion at this meeting to City Clerk Laura
Whitehead for inclusion on the agenda.
Councilmember Rod Herrmann requested everyone to please keep Councilmember Ron Stivison
in their prayers.
Councilmember Laurie Feldman announced Monday, December 12th is the last day to donate
coats and new blankets for the Helping Hands coat drive. Drop off locations are City Hall, Fire
Stations, and the Police Department.
Councilmember Mary West asked everyone to “Shop Local” for your holiday gifts.
