The City Council convened in a Regular City Council Meeting on Tuesday, December 20, 2016,
at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith
and the Members of the Council present as follows: Dave Beckering, Tom Besselman, John
Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese and Mary West. Absent: Laurie Feldman
and Ron Stivison. City Clerk Laura L. Whitehead was present and performed the duties of that
office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by ROD HERRMANN to excuse the absence of Councilmember Laurie
Feldman and Councilmember Ron Stivison. JOHN HANNEKE seconded the motion. A roll
call vote was taken, with the following results: “Aye”: Hanneke, Herrmann, Ohmes, Ohms,
Reese, West, Beckering and Besselman. “Nay”: None. Absent: Feldman and Stivison. Motion
passed.
PUBLIC HEARING
The President of the Council Mary Ann Ohms announced that the following Public Hearing
would now be held. At the conclusion of the hearing, the Regular Session continued with the
order of business:
A. Case No. CU-2016-36. (Missouri Network Utility Transport, LLC – Anthony
Barajas) An application for a Conditional Use Permit from §400.220(C)(1)(a) for
a telecommunication tower within the C-2 General Commercial District located
on the east side of Elm Street within City right-of-way of said street,
approximately 170 feet north of the intersection of Elm Street and Millstone
Corporate Drive. The subject property is located in Ward 8. Item to be
withdrawn per Applicant’s Request. (Supplemental RCA Attached)

The Honorable Mayor Faith thanked everyone for their participation and announced a map to the
recipient’s addresses will be placed on the city’s website for everyone to visit the displays in

Verbal Update on Various Public Works Projects
Director of Engineering Jerry Hurlbert provided a brief update on the following projects: West
Clay Road, Pralle Lane Water Main, Riverview Lift Station and the Hwy 94 Water Tower.
Appointments to Boards/Commissions/Committees
A motion was made by DAVE BECKERING to approve the following appointment:

Appointment of Robert Greve to fill a three year term ending in February, 2020.

Written and/or Verbal Messages from the Mayor
The Honorable Mayor Sally Faith read an email she received today in regards to dispatchers
Melanie Muich, Kathleen Thompson, Daphne Dangler and Becca Cane; the officers and Fire
Department staff on duty this past weekend; Sgt. Grove and Daryl Hampel; and all the Public
Works staff who worked countless hours to deal with a difficult weekend. This was a great
example of professionalism, teamwork and Pride in the work you all do. Thank you to all that
were involved – you all did an outstanding job.
The Honorable Mayor Sally Faith reported there are only three more days of Christmas
Traditions. Mayor Faith also reported upcoming events at the Family Arena and Foundry Art
