RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI January 3, 2017 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, January 3, 2017, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith and the Members of the Council present as follows: Dave Beckering, Tom Besselman, Laurie Feldman, John Hanneke, Rod Herrmann, Jerry Reese and Mary West. Absent: Bridget Ohmes. City Clerk Laura L. Whitehead was present and performed the duties of that office. File #48664 Council President Mary Ann Ohms announced Councilmember Ron Stivison passed away this afternoon. Ms. Ohms asked everyone to remember Ron’s family in their thoughts and prayers. The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. PUBLIC HEARING The President of the Council Mary Ann Ohms announced that the following Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Case No. Z-2016-13. (St. Charles Properties) An application to rezone a tract of land known as 625 North Main Center, from I-2 Heavy Industrial District within the FPD Frenchtown Preservation District to I-1 Light Industrial District within the FPD Frenchtown Preservation District. The subject property is 7.42 acres in size and is located in Ward 1. (Council Bill 12104) B. Case No. Z-2016-14. (St. Charles Properties) An application to rezone a tract of land known as 625 North Main Center, from I-1 Light Industrial District within the FPD Frenchtown Preservation District to PD-MU Planned Development Mixed Use District within the FPD Frenchtown Preservation District. The subject property is 7.42 acres in size and is located in Ward 1. Mix to act as a Director with a term expiring February 11, 2020 Re-Appointment of Brandy E. McMenamy to act as a Director with a term expiring February 11, 2020 Appointment of Thomas Parker to act as a successor Director with a term expiring February 11, 2020 JOHN HANNEKE seconded the motion. File #48661 Budget Amendment No. 12 (Council Bill 12113) The Honorable Mayor Sally Faith announced budget amendment No. 12 is being introduced and requested the Councilmembers to contact Director of Finance Gina Jarvis should they have any questions. File #48665 Written and/or Verbal Messages from the Mayor The Honorable Mayor Sally Faith read a letter she received from a resident thanking the Park Rangers for their assistance in helping out her son who was stranded on the side of the road due to the recent snow/ice storm. The Honorable Mayor Sally Faith announced the City’s building division, water distribution system and Fire Department’s structural fire firefighting capabilities, along with the St. Charles County Alarm and Dispatch 911 communication’s system, were reviewed by the Insurance Services Office (ISO) back in September of this year. The City’s ISO rating has been reduced from a 4 to 2 in the above categories (1 is the best that can be achieved). Mayor Faith thanked all the City departments involved to make this happen. The Honorable Mayor Sally A. Faith announced the Festival of Ice Carving Competition (Fete de Glace) will be held Saturday, January 28 between Jefferson Street and Monroe Street. For more information on this event and upcoming events, visit www.historicstcharles.com. The Honorable Mayor Sally A. Faith reported the 2016 Christmas Traditions was a wonderful event. Mayor Faith thanked everyone involved with this event for their hard work and dedication. PUBLIC COMMENT Bill Gaines, 3209 Hawk Drive, St. Charles, Missouri, voiced concerns regarding the city’s infrastructure. Example provided were Fox Hill, Duchesne and an area by the old post office. RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI January 3, 2017 ______________________________________________________________________________ Michael Webb, 571 Jefferson, St. Charles, Missouri, spoke in opposition to the parking wells and centerline striping on Jefferson Street. Director of Administration Larry Dobrosky announced the Jefferson Street project has been placed on hold for review and Administration will come back to the City Council with an update. John Baue Devaney, 620 Jefferson, St. Charles, Missouri, spoke in opposition to Council Bill 12067 An Ordinance Amending Schedule III, Table III-A of Chapter 350 of the Code of Ordinances by Establishing a Parking Restriction on a Portion of the South Side of Jefferson Street Between Kingshighway and Third Street. Craig Sanguinet, 87 Blair Place, St. Charles, Missouri, spoke in opposition to the no parking restrictions on the south side of Jefferson. Director of Administration Larry Dobrosky reported staff will be meeting with other cities in the St. Charles County to look at everyone’s best practices. After these meetings are held staff will present the findings at a future Street Committee meeting. Councilmember Dave Beckering agreed staff should meet with other cities first and suggested this happen as soon as practicable. Councilmember Rod Herrmann agreed this topic should be placed on a future work session; however, let staff look into this with the other cities first. Mr. Herrmann also suggested staff should let the developers know about this ahead of time.
