April 18, 2017

The City Council convened in a Regular City Council Meeting on Tuesday, April 18, 2017, at
7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary Ann Ohms, presiding, The Honorable Mayor Sally A. Faith
and the Members of the Council present as follows: Tom Besselman, Dave Beckering, Laurie
Feldman, John Hanneke, Rod Herrmann, Bridget Ohmes, Jerry Reese and Mary West. Absent:
None. City Clerk Laura L. Whitehead was present and performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
ADMINISTRATION OF OATH OF OFFICE
The Honorable Mayor Sally A. Faith administered the oath of office to newly appointed
Councilmember Ward 9 Bart Haberstroh.
ADMINISTRATIVE HEARING
The President of the Council Mary Ann Ohms announced that the following Administrative
Hearing would now be held. At the conclusion of the hearing, the Regular Session continued
with the order of business:
1. Appeal of a Decision of the Historic Landmarks Preservation and Architectural
Review Board to Deny the Request of a Revision to the Previously-Approved
Plans for a New Banquet Center located at 1115-1117 South Main Street. Case

Update on Various Road Projects
Director of Engineering Jerry Hurlbert provided brief updates on the following projects: 2017
concrete replacement and crack sealing, Zumbehl/Friedens Road, Friedens/Hwy 94, Droste
Road, Truman Road, First Capitol, Hwys 94 & 370 Bike Trail, Randolph water main, Watson
water main, and sanitary sewer manhole repairs. Director Hurlbert further reported there are 16
public meetings being held over the next 4 to 6 weeks to provide updates on Westover traffic
calming project and the Boschert Creek project. Director Hurlbert indicated he will be
forwarding a list of the 16 meetings along with information regarding each meeting to the full
Council.
Written and/or Verbal Messages from the Mayor
The Honorable Mayor Sally Faith read an email received from a gentleman thanking
Firefighters/Paramedics Tim Metz and Michael Cannon for their outstanding professionalism,
dedicated attitude, and knowledge and courtesy they provided to his wife in response to a 911
call on Saturday, April 8th.
The Honorable Mayor Sally Faith announced upcoming events taking place in the City. For

establishment from any other land use. It was reported a minimum distance requirement
between uses is a substantive issue and would require a recommendation of the Planning &
