RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI June 6, 2017 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, June 6, 2017, at 7:20 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council John Hanneke, presiding, The Honorable Mayor Sally A. REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Check Presentation to Mid-East Area Agency on Aging for the Meals on Wheels Program (Councilmember Jerry Reese) Councilmember Jerry Reese and Councilmember Tom Besselman and Members of the Senior Citizens Advisory Commission presented a check in the amount of $12,000 to the Mid-East Area Agency on Aging for the Meals on Wheels Program. Mid-East Area Agency on Aging Director accepted the check and thanked Mayor Faith, Members of the City Council and the residents and businesses of the community for supporting the Program. File #48734 Written and/or Verbal Messages from the Mayor The Honorable Mayor Sally Faith announced the COPS on Top Event for the Special Olympics Torch Run was held and the Saint Charles Missouri District ranked No. 6 in the Nation in terms of funds raised. The Honorable Mayor Sally Faith reported there were severe storms predicted over the Memorial Day Holiday and during that time the Irish Festival was being held in Frontier Park. Police Chief Randy McKinley and the Dispatchers worked closely with Parks Department Chief Ranger Todd Kassabaum and provided him with real time weather forecasts. The decision to close the Festival early on Saturday was made and it was the right decision. Mayor Faith thanked the Dispatchers for a job well done! PUBLIC COMMENT Judy Cross, 807 Ruth Drive, St. Charles, Missouri, Thanked Councilmember Jerry Reese for all his assistance he provided to her with the issues she had been experiencing on her street. Jackie Huebbe, 433 Jackson Street, St. Charles, Missouri, voiced concerns and spoke in opposition relative to a liquor license application the City received for property located at 416 South Fifth Street. Patrick Fox, 199 Babbling Brook Lane, representing The Boulders at Katy Trail requested the City consider waiving permitting fees for repairs needing to be made to all the decks on 314 units within the development due to improper installation of flashing. Authorization to Fill Two (2) New Positions in the Engineering Department Councilmember Dave Beckering voiced concerns relative to this request. There are concerns with the data that was provided and there are too many projects being scheduled at the same time. Councilmember Mary West agreed with Mr. Beckering’s statement and suggested the City Council look at all the projects at one time and put this on a future work session agenda for discussion. Discussion ensued relative to the number of projects being scheduled at one time. There was continued discussion relative to the difficulty there will be managing these many projects at one time and what will Administration do with the employees when work slows down. Director of Administration Larry Dobrosky reported converting the contracted employees to full-time city employees creates sustainability and provides the department with the tools they need to manage the projects. It was also reported the Prop P projects are included in the list of projects presented. Councilmember Bridget Ohmes spoke in favor of the request to create and fill the two new positions. Director Dobrosky further reported Administration & Engineering will continue to review the department’s operations annually. A motion was made by MARY ANN OHMS to approve Consent Agenda Item 10.5.D.
