The City Council convened in a Regular City Council Meeting on Tuesday, February 20, 2018,
at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council John Hanneke, presiding, and the Honorable Mayor Sally A. Faith
and Members of the Council present as follows: Dave Beckering, Tom Besselman, Rod
Herrmann, Bridget Ohmes Mary Ann Ohms, Vince Ratchford, Jerry Reese and Mary West.
Absent: Councilmember Bart Haberstroh. City Clerk Laura L. Whitehead was present and
performed the duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.

The Honorable Mayor Sally A. Faith reported Director of Economic Development David Leezer
hosted the Independence Missouri Leadership Exchange recently. Mayor Faith requested
Director Leezer schedule a trip for the Councilmembers to visit somewhere soon.

Sherilyn Blair, representing Historic Frenchtown Association, 1100 North Second Street, St.
Charles, Mo., spoke in opposition to Council Bill 12453.
Karl Leiber, 9 Wickford Court, voiced concerns relative to Council Bill 12453.
Jeff Besselman, 903 N. Third Street, thanked the Councilmembers for taking time talking and
visiting with him on Second Street last week in reference to Council Bill 12453.
Maureen Rogers-Bouxsein, 1409 N. Third Street, St. Charles, Missouri, voiced concerns
relative to Council Bill 12453.

Public Works for Frenchtown Parking and 2) the conservatory “carriage parking” is another
example of reserving parking on a public street for a business. Director of Administration Larry
Dobrosky reported we will be taking down the tow signs located on Franklin while the property
is being marketed. Mr. Dobrosky further reported Administration is looking at short and long
term parking solutions and will continue to work with the business owners.

Review Committee (Councilmember Jerry Reese)
A motion was made by JERRY REESE to approve the establishment and appointment of the
following members to the Council Policies and Procedures Review Committee: Councilmember
Jerry Reese, Councilmember Mary Ann Ohms, Councilmember Mary West, Mayor Sally Faith
and City Clerk Laura Whitehead. MARY WEST seconded the motion. A roll call vote was
taken, with the following results: “Aye”: Herrmann, Ohmes, Ohms, Ratchford, Reese, West,
Beckering, Besselman and Hanneke. “Nay”: None. Absent: Haberstroh. Motion passed.
