RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI November 20, 2018 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, November 20, 2018, at 7:13 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council John Hanneke, presiding, and the Honorable Mayor Sally A. Faith and Members of the Council present as follows: Dave Beckering, Tom Besselman, Bart Haberstroh, Rod Herrmann, Mary Ann Ohms, Vince Ratchford and Mary West. Absent: Ohmes and Reese. City Clerk Laura Whitehead was present and performed the duties of that office. File # 48782 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by ROD HERRMANN to excuse the absence of Councilmember Bridget Ohmes and Councilmember Jerry Reese. Councilmember DAVE BECKERING seconded the motion. All voted in favor, motion passed. PUBLIC HEARING The President of the Council John Hanneke announced that the Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Operating Budget for Fiscal Year 2019 (Council Bill 12682) B. Capital Improvement Plan for Fiscal Years 2019-2024 (RCA Attached) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Special Presentation by the Christmas Traditions Carolers Entertainment was provided by the Christmas Traditions Carolers. Presentation of Proclamation Declaring November 12 – 16, 2018 as “American Education Week” The Honorable Mayor Sally A. Faith presented a proclamation declaring November 12 – 16, 2018, as “American Education Week”. Larry DuFour representing the St. Charles Legion Post 312 accepted the proclamation. Mr. DuFour reported 5th grade students from the Community were asked to write an essay titled “Why I Like Police Officers and Firefighters; They are My Friends”. Four area students were recognized and three read their winning essays. Verbal Update on Winter Weather Operations Director of Public Works Jim Wright provided an update on the winter snow operation on November 15 and updated the Mayor and Members of City Council on the City’s general winter operations. Councilmember Bart Haberstroh read a letter he received from a resident who lives on Olde Chelsea Drive. The resident thanked the Public Works Department for addressing a sidewalk issue. Mr. Haberstroh thanked Mr. Wright and his crew for a job well done. Councilmember Tom Besselman reported he received a call from a resident stating the Hawks Nest Overpass was not treated by the City. Mr. Wright stated he will look into this matter. The Members of the City Council thanked Mr. Wright and his crew for doing a great job treating the roads on November 15.  RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI November 20, 2018 ______________________________________________________________________________ Verbal Update on Various Road Projects Director of Engineering Brad Temme provided a brief update on the following projects: First Capitol Enhancement, Elm/Sibley Culvert, Truman Road Shared Path and the Elm/370 Interchange Lighting Ceremony. Appointments to Boards/Commissions/Committees A motion was made by DAVE BECKERING to approve the following appointments: Development Dynamics – Appointment of Directors the Fountain Lakes Commerce Center North Community Improvement District Appointment of Robert D. File #48783 Written and/or Verbal Messages from the Mayor The Honorable Mayor Sally A. Faith announced Christmas Traditions starts this coming weekend. The Honorable Mayor Sally A. Faith read a letter she received from a resident thanking Community Development employees Grace & Linda who assist with scheduling inspections. The resident stated these ladies are very knowledgeable and accommodating. The resident also stated Mike, Dale, Chris and Lisa, the city inspectors, have always been a pleasure while working with them. The Honorable Mayor Sally A. Faith reported Assistant City Clerk Kimberly Hudson has achieved the designation of Missouri Registered City Clerk and will be recognized at the Missouri City Clerk’s and Finance Officers Association Spring Institute, March 2019. Mayor Faith congratulated Kim on this achievement! Budget Amendment No. 13 (Council Bill 12689) The Honorable Mayor Sally A.
