RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI January 15, 2019 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, January 15, 2019, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council John Hanneke, presiding, and the Honorable Mayor Sally A. File #48881 PUBLIC HEARING (none) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Presentation of the Human Relation Commission Person of the Year Award and the Dream Project Art Contest Awards (referred by Human Relations Commission and Council President John Hanneke) Human Relations Commission Vice Chair Alex Reichert and City of Saint Charles GIS Coordinator & Staff Liaison to the Human Relations Commission Chuck Lovelace presented the 2019 Human Relations Commission Person of the Year Award to Melissa Whitwam. Mr. Reichert stated Melissa is being presented the award for her work as an educator and promoter of diversity through the arts in our community. Melissa is currently the Executive Director at the Foundry Art Centre. Since accepting her role as the Executive Director of the Foundry Art Centre, she has striven to connect the Foundry to the community, establish relationships and connections to local businesses and organizations, and elevate the Foundry’s role in the arts community. Members of the Human Relation Commission presented the 2019 Dream Project Art Contest Awards to the following recipients: Elementary School: 1st place: Samuel Brewer, Monroe Elementary 2nd place: Yivonne Bayili, Lincoln Elementary rd 3 place: Knox Herweck, Lincoln Elementary Middle School: 1st place: Adam Eller, City resident attends CCLS 2nd place: Piper Ruebling, Hardin Middle School rd 3 place: Amber Sutten, Hardin Middle School High School (only one student entry in the category this year): 1st place: Kaylee Adams, St. Charles High School  RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI January 15, 2019 ______________________________________________________________________________ Presentation of a Thank You Card to First Responders (Chief Randy McKinley and Sergeant Christina Young) Chief Randy McKinley announced this year’s Shop with a First Responder was an awesome event this year and Officer Wendy Sanginiti and Sgt. Christina Young are here tonight who would like to share some of the highlights from the event and present a Thank You card signed by the children who participated. The Thank You card was presented to Mayor Faith and Members of the City Council. Mayor Faith announced she will have the card on display in her Office. Chief McKinley, Officer Wendy Sanginiti and Sgt. Christina Young thanked all the businesses who participated this year; along with a big thank you to Fire Chief George Sheets and staff, Chief Todd Kasabaum and staff, and all the first responders who participated. Chief Randy McKinley reported at this event, there was a young man who wrote a thank you letter to the first responders. The letter was read at the event. Chief McKinley introduced Noah Coggins, the author of the letter, and stated he invited Noah to the meeting tonight so that he could personally thank him for the letter. Budget Amendment No. 16 (Mayor Sally A. Faith) The Honorable Mayor Sally A. Faith reported Budget Amendment No. 16 is being introduced this evening and Director of Finance Gina Jarvis is here tonight to answer any questions the Councilmembers may have. Appointments to Boards/Commissions/Committees A motion was made by DAVE BECKERING to approve the following appointment: Planning & Zoning Commission Appointment of Keith Hazelwood to fulfill a four-term ending October 2021 MARY ANN OHMES seconded the motion. File #48879 Written and/or Verbal Messages from Mayor Sally A. Faith The Honorable Mayor Sally A. Faith introduced Economic Development Director David Leezer and requested the Members of the Economic Development Commission come to the podium. Director Leezer introduced Commission Member Dianne Garrison and reported Ms. Garrison will be moving to South Carolina and with that will be resigning from the Commission. Ms. Garrison has served on the Commission 10 years. Her service to the Commission and to the City of Saint Charles will be sorely missed. And as a thank you, Mayor Faith is presenting Ms. Garrison with a Key to the City of Saint Charles. Ms. Garrison provided a brief biography on her and her husband’s time spent in the City of Saint Charles and stated she is overwhelmed with this recognition and thanked everyone.
