RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI April 16, 2019 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, April 16, 2019, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with Vice President of the Council Mary West, presiding, and the Honorable Mayor Sally A. Faith and Members of the Council present as follows: Dave Beckering, Tom Besselman, Bart Haberstroh, Rod Herrmann, Bridget Ohmes, Mary Ann Ohms and Mary West. Absent: Vince Ratchford and Jerry Reese. City Clerk Laura Whitehead was present and performed the duties of that office. File #48881 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by ROD HERRMANN to excuse the absence of Councilmember Vince Ratchford and Councilmember Jerry Reese. DAVE BECKERING seconded the motion. All voted in favor, motion passed. PUBLIC HEARING The Vice President of the Council Mary West announced that the Public Hearing would now be held. Faith) The Honorable Mayor Sally A. Faith presented a proclamation to Donna Kinslow proclaiming May 5 through May 12, 2019 as National Music Week in the City of Saint Charles, Missouri. Verbal Update Relative to Purple Heart Parking Spaces (referred by Councilmember Jerry Reese) Director of Administration Larry Dobrosky announced due to the absence of Councilmember Jerry Reese tonight, this item will be placed on the May 7, 2019 Regular City Council Meeting agenda. File #48879 Special Recognition (referred by Administration) Director of Administration Larry Dobrosky asked Council President John Hanneke and Council Vice President Mary West to come to the podium. Mr. Hanneke and Ms. West asked Mayor Faith to come to the podium. Ms. West read a biography on Mayor Faith’s professional and political career over the past 30 plus years. Mr. Hanneke and Ms. West presented a plaque to retiring Mayor Sally A. Faith for her hard work and commitment to the City of Saint Charles during her tenure as Mayor. Director of Administration Larry Dobrosky along with department directors presented Mayor Faith with stories, gifts and flowers and thanked Mayor Faith for her dedicated service to the City of Saint Charles, Missouri. RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI April 16, 2019 ______________________________________________________________________________ Recess of Regular City Council Meeting At 7:29 p.m. a motion was made by ROD HERRMANN to recess the Regular City Council Meeting for 5-10 minutes. DAVE BECKERING seconded the motion. All voted in favor, motion passed. Reconvene of Regular City Council Meeting At 7:34 p.m. the Regular City Council Meeting reconvened with the order of business. Written and/or Verbal Messages from Mayor Sally A. Faith The Honorable Mayor Sally A. Faith presented a framed embroidered City Seal to retiring Councilmember Dave Beckering and Councilmember Rod Herrmann and thanked them for their years of dedication and hard work while serving as Councilmembers. Update from St. Charles County Regarding 2018 Tax Collections St. Charles County Director of Finance Bob Schnurr provided the City Council and community an update regarding the 2018 assessed tax rate that was billed incorrectly and stated the error was on their part and they are working on a resolution.
