RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI May 7, 2019 ______________________________________________________________________________ The City Council convened in a Regular City Council Meeting on Tuesday, May 7, 2019, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, with President of the Council John Hanneke, presiding, and Members of the Council present as follows: Dave Beckering, Tom Besselman, Bart Haberstroh, Rod Herrmann, Bridget Ohmes, Mary Ann Ohms, Vince Ratchford and Mary West. Absent: Mayor Sally A. Faith and Councilmember Jerry Reese. City Clerk Laura Whitehead was present and performed the duties of that office. File #48881 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by ROD HERRMANN to excuse the absence of Councilmember Jerry Reese. TOM BESSELMAN seconded the motion. All voted in favor, motion passed. APRIL 2, 2019 ELECTION RESULTS Canvass of Election Returns of the General Municipal Election held April 2, 2019 and Declaration of the Election Results A motion was made by DAVE BECKERING to receive and approve the certification of the election results of the General Municipal Election held on April 2, 2019. ROD HERRMANN seconded the motion. All voted in favor, motion passed. File #48920 Presentation of Plaques to Retiring Councilmembers Council President John Hanneke presented a plaque on behalf of the City Councilmembers to retiring Councilmember Dave Beckering and retiring Councilmember Rod Herrmann and thanked Mr. Beckering and Mr. Herrmann for their hard work, dedicated hours and commitment to the City of Saint Charles during their tenure as Councilmember. Recess of Regular Meeting and Reconvening with Newly Elected Mayor and Members of Council A motion was made by DAVE BECKERING to recess the Regular City Council Meeting. ROD HERRMANN seconded the motion. All voted in favor, motion passed. The Regular Council Meeting was reconvened at 7:08 p.m. with President of the Council John Hanneke presiding and the Members of the Council present as follows: Tom Besselman, Bart Haberstroh, Bridget Ohmes, Mary Ann Ohms, Vince Ratchford and Mary West. Absent: Jerry Reese. Administration of Oaths of Office City Clerk Laura Whitehead administered the oath of office to the following: Michael Flandermeyer – Ward 7, with term ending April, 2022 Bart Haberstroh – Ward 9, with term ending April, 2022 RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI May 7, 2019 ______________________________________________________________________________ Bridget Ohmes – Ward 10, with term ending April, 2022 Municipal Judge Joseph McCulloch, with term ending April, 2023 Administration of Oath of Office The Honorable Judge Jeff Sandcork administered the oath of office to Councilmember David Seitzer, Ward 8, with term ending April, 2022. Administration of Oath of Office The Honorable Judge Lucy Rauch administered the oath of office to Mayor Daniel J. Borgmeyer with term ending April, 2023. Note: On Wednesday, May 8, 2019 the oath of office was administered to Councilmember Jerry E. Reese, Ward 6, with term ending April, 2022. Election of President and Vice President of the City Council Ballots were distributed for the election of President of the City Council. The ballots were counted, with the following results: Mary West – 9 votes. The City Clerk announced Mary West was elected President of the Council. Ballots were distributed for the election of Vice President of the City Council. The ballots were counted, with the following results: Bridget Ohmes – 8 votes. Tom Besselman – 1 vote. The City Clerk announced Bridget Ohmes was elected Vice President of the Council. File #48921 Council President John Hanneke thanked the Members of the Council for their support for the past two years while serving as Council President and congratulated newly elected Council President Mary West. President West thanked the Members of Council for electing her as their Council President and announced she looks forward to working with the Councilmembers and newly elected Mayor Dan Borgmeyer. PUBLIC HEARING The President of the Council Mary West announced that the Public Hearing would now be held. At the conclusion of the hearing, the Regular Session continued with the order of business: A. Case No. CU-2018-31. Finnell) Approval of Liquor License Application for Tradicional 636 The Real Mexican Flavor located at 1411 First Capitol Drive, Suite D (Ward 4) (RCA Attached) REPORT OF THE MAYOR/AWARDS/PROCLAMATIONS/PRESENTATIONS Check Presentation to Mid-East Area Agency on Aging for the Meals on Wheels Program Council Vice President Bridget Ohmes presented a check in the amount of $17,000.00 payable to Aging Ahead for the Meals on Wheels program to Chairman of the Senior Citizen Advisory Commission Jim Rau. A brief update regarding the success of the program was given and it was mentioned they are looking for volunteers to deliver the meals to residents. Council President Mary West suggested anyone wanting information regarding volunteering, they can contact the Mayor’s Office or the City Clerk’s Office. Verbal Update Regarding Purple Heart Parking Spaces Director of Administration Larry Dobrsoky reported this item will be addressed at the May 21, 2019 Regular City Council Meeting. Budget Amendment No. 5 (Council Bill 12832) Director of Administration Larry Dobrosky reported Budget Amendment No. 5 is being introduced this evening and Director of Finance Gina Jarvis is here tonight to answer any questions the Councilmembers may have. Mr. Gaines congratulated newly elected Mayor Dan Borgemeyer. Mr. Gaines spoke in favor of some accomplishments of the City; however voiced concerns regarding the streets in the Fox Hill subdivision.
