RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI
December 3, 2019

The City Council convened in a Regular City Council Meeting on Tuesday, December 3, 2019,
at 7:11 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street,
with President of the Council Mary West, presiding, and the Honorable Mayor Daniel J.
Borgmeyer and Members of the Council present as follows: Tom Besselman, Michael
Flandermeyer, Bart Haberstroh. Bridget Ohmes, Mary Ann Ohms, Jerry Reese and David
Seitzer. Absent: Vince Ratchford. City Clerk Laura Whitehead was present and performed the
duties of that office.

The meeting was opened with the Invocation, those present standing in a moment of silence,
followed by the Pledge of Allegiance to the Flag.
A motion was made by DAVID SEITZER to excuse the absence of Councilmember Vince
Ratchford. BRIDGET OHMES seconded the motion. All voted in favor, motion passed.
PUBLIC HEARING
The President of the Council Mary West announced that the Public Hearing would now be held.
At the conclusion of the hearing, the Regular Session continued with the order of business:
A. Case No. CU-2019-29. (Laura Cook) An application for a Conditional Use Permit
from §400.480(C) for a Temporary Retail Sales Use, specifically for a hot dog
cart use within the FHCD Frenchtown Historic Commercial District and within
the FPD Frenchtown Preservation District Overlay located at 1604 North Second
Street. The subject property is approximately 9,600 square feet in area and is
located in Ward 1. Item tabled at the November 25, 2019 Planning & Zoning
Commission Meeting. Therefore, this item to be held until the January 7,
2019 Regular City Council Meeting. (RCA Attached)
B. Case No. PDA-2019-09. (Shawn Luesse – Charlestowne Crossing LLC) An
application to amend an existing PD-MU Planned Development-Mixed Use
District, specifically establishing a Preliminary Development Plan and land uses
for a proposed single-family residential development located southwest of Hwy
B, approximately 2,500 feet northwest of the intersection of Hwy B and
Boschertown Road. The subject property is 130.27 acres in size and is located
within Ward 8. Item tabled at the November 25, 2019 Planning & Zoning
Commission Meeting. Therefore, this item to be held until the January 7,

C. Case No. LL-2019-38. Approval of Liquor License Application for Karan V.

AWARDS/PROCLAMATIONS/PRESENTATIONS
Presentation of Proclamation Declaring December 3 through December 10, 2019 as
“John C. Hanneke, Sr. Memorial Week” (referred by Mayor Daniel J. Borgmeyer and All
Members of the City Council)
The Honorable Mayor Daniel J. Borgmeyer read a proclamation declaring December 3 through
December 10, 2019 as John C. Hanneke, Sr. Memorial Week. Joann Hanneke accepted the
proclamation and thanked Mayor Borgmeyer and the Members of Council.
Councilmember Jerry Reese presented Joann Hanneke and the Hanneke family with a plaque
recognizing Councilmember John Hanneke for his many years of dedicated service to the City of
Saint Charles, Missouri.
Administration presented a memorial video in honor of Councilmember John Hanneke.
Presentation by the Human Relations Commission (referred by Council President Mary
West)
Human Relations Commission Chairperson Alex Reichert, Vice Chairperson Jason Dunn and
Member Tina Meier provided a presented to the Members of Council regarding the Human
Relations Commissions effort and responsibility to ensure each unique identity of the citizens is
represented (see attached letter presented to the Members of Council outlining the presentation).
Mayor Borgmeyer suggested the Human Relations Commission review the City’s ordinances
and make suggestions to adopt language into all city ordinances to include terminology for
gender-identity and expression.
President of the Council Mary West requested to recess the meeting for 5-10 minutes.
The City Council Meeting recessed at 7:25 p.m. and reconvened at 7:35 p.m. with the following
councilmembers in attendance: Besselman, Flandermeyer, Haberstroh, Ohmes, Ohms, Reese,
Seitzer and West.
REPORT OF THE MAYOR
Budget Amendment No. 13 (Council Bill 12999)
Director of Administration Larry Dobrosky announced Budget Amendment No. 13 is being
introduced this evening as Council Bill 12999. Should anyone have questions, Director of
Finance Gina Jarvis is available to answer.

and Sibley Street, plot on the map the exact locations of the
