The Honorable Mayor Daniel J. Mexico, visitine the Academv of the Sacred Heart (Referred by Councilmernber Vince Ratchford) Councilmember Vince Ratchford announced the Acaderny of the Sacred Heart is part of the Intemational Network of Sacred Heart Schools, with over 150 schools in 4l countries. This week the Academy of the Sacred Heart in St. Charles is privileged to host exchange students from its sister school, Sagrado Coraz6n, located in San Luis Potosi, Mexico. Councilmember Ratchford welcomed the students and their chaperones and wished thern a week full of educational opportunities, leisure activities and the forging ofnew friendships. File 1149363 The Mayor addressed public comments from tonight's meeting and provided an overview of the lawsuit, explaining that it sterns from the unconstitutionality of the voter-approved initiative from 2001. The Mayor further clarified that all funds from the propositions discussed have been used appropriately for their intended purposes. None of these funds, including Parks Board funds, are available to the City. This lawsuit is solely related to the constitutionality of the initiative and is not connected to the bufng or selling ofparkland. 5  RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI April l, 2025 ANNOLIN EMENTS FROM ILME S/MISCELLANEOUS Councilmember Flandermeyer announced he appreciates the city residents' comments about the parks and would like to keep its green spaces and quality of life now and for generations to come. Councilmember Flandermeyer thanked Bridget Alderson and others like her who take the time to apply to serve our community by sitting on the City's various boards, commissions, committees and task forces. Mr. Flandermeyer announced the St. Charles County Municipal League meeting will be held at the end of April and there will be an election for the Board of Directors, please consider serving in this capacity. City Clerk Kim Hudson forwarded that information with the ballot to you this aftemoon, however if you should have any questions please reach out to Edwina Conley. Councilmernber Bill Otto announced he moved to the City of St. Charles many years ago from St. Louis County for the quality of life St. Charles has to offer and the parks are certainly a big pa ofthat and are a good thing. Councilmember Otto further announced, he supports the parks, the committee and the work that they do. Councilmernber Vince Ratchford thanked Doug Schroeder, from the Public Works Department for driving our float in the two most recent parades and noted he does a great job. Councilmember Ratchford further announced he was glad we heard from the residents, the will of the residents has been made clear, they see value in green spaces and they see value in parks, this has been duly noted and anytime there is a vote in front of the council regarding this topic it will top of line for him personally. Councilmernber Denise Mitchell read the following statement: Our parks are where many of our HOA groups come together each year to hold their annual meetings. They are a place for festivals and events. They are a place of community. Our parks is where my family has leamed to play sports, spent summers swimming and winters sledding, participated in programs, and simply enjoyed the outdoors for over 28 years. While we have no decisions to be made about our parks this evening, I want to assure the people that came, that if there was a vote in the future, I will do all I can to honor the voices that I heard tonight. I truly appreciate those who took the time to be here and for caring so much. Council President Galba, at the request of Mayor Borgrneyer, granted additional time for the Mayor to address the Councilmember's comments. Mayor Borgneyer commented he believes we have the best programs of any parks in the area and he thinks the Parks Department does an outstanding job and reminded the Councilmembers that while they may say they support the parks, the Councilmembers, their constituents, the citizens and Administration has no say and the power of the Parks Department is vested in the Parks Board mernbers he appointed.
