RECORD OF THE COI.INCIL OF THE CIry OF SAINT CHARLES, MISSOURI March 18,2025 The City Council convened in a Regular City Council Meeting on Tuesday, March 18, 2025 at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, St. Charles, Missouri with President of the Council Michael Galba presiding. Members of the Council were present as follows: Michael Flandermeyer, Justin Foust, Bart Haberstroh, Mark Hollander Denise Mitchell, Bridget Ohmes, Bill Otto and Vince Ratchford. Absent: Mayor Daniel J. Borgrneyer and Mary West. City Clerk Kimberly Hudson was present and performed the duties of that office. File ti4936l The meeting was opened with the lnvocation, those present standing in a moment of silence, and the Pledge of Allegiance to the Flag. PRESENTATIONS/AWARDS/PROCLAMAT IONS Recoenition of Sergeant Curl's Recent Promotion Police Chief Ray Juengst introduced Sergeant Aaron Curl and congratulated him on his recent promotion. Sergeant Curl's son had the honor ofpinning Sergeant Curl with his new badge. CITIZEN C OMMENTS There were no citizen comments. REPO T F THE MAYOR Travis Wilson, State Representative - District 106 and Colin Wellenkamp, State Representative - District 105 provided a legislative update. ANNOUNCEMENTS FROM COLTNCILME MBERS/M ISCELLANEOUS Councilmember Otto commented that the St. Patrick's Day Parade was wonderful and thanked Special Events and Communications Director Beth Norviel for her hard work to make the parade a success. I RECORD OF THE COUNCIL OF THE CIry OF SAINT CHARLES, MISSOURI March 18,2025 Councilmember Flandermeyer announced on behalf of the Senior Citizens Advisory Commission that the Senior Activities Fair will be held at the Foundry Art Centre on Thursday, March 27,2025 from 9:00 a.m. to 12:00 p.m. Admission to the fair is free. Also, the Saint Charles Community College Senior Resource Fair will be held on their campus on Apnl 4,2025 from 9:00 a.m. to 12:00 p.m. This event also offers free admission. Councilmember Flandermeyer also announced there are several vacancies on the St. Charles City Senior Advisory Commission, specifically the Commission is looking for representatives from Wards 8, 9 and 10. Please consider applying for a seat on this Commission. PUBLIC HEARING Council President Michael Galba announced the Public Hearing will now be held. At the conclusion ofthe Public Hearing, the regular order ofbusiness continued. A motion was made by MARK HOLLANDER to advance the agenda to Bills for Final Passage, Council Bill 13953. MICHAEL GALBA seconded the motion. A roll call vote was taken with the following results: "Aye": Foust, Galba, Haberstroh, Hollander, Mitchell, Ohmes, Otto, Ratchford and Flandemeyer. "Nay'': None. Mr. Dobrosky further reported that due to some contibuting factors the contract is about 2 million over the budgeted estimate, therefore as we go through the project we will be looking for ways to value engineer. A motion was made by DENISE MITCHELL to approve the Consent Agenda. BILL OTTO seconded the motion.
