RECORD OF TIIE COI.INCIL OF THE CITY OF SAINT CHARLES, MISSOURI MNch4,2025 The City Council convened in a Regular City Council Meeting on Tuesday, March 4,2025 at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, St. Charles, Missouri with President of the Council Michael Galba presiding. The Honorable Mayor Daniel J. Borgmeyer and Members of the Council were present as follows: Michael Flandermeyer, Justin Foust, Bart Haberstroh, Mark Hollander Denise Mitchell, Bridget Ohmes, Bill Otto, Vince Ratchford and Mary West. Absent: None. Assistant City Clerk Emily Galantowicz was present and performed the duties ofthat office. File #49361 The meeting was opened with the Invocation, those present standing in a moment of silence, and the Pledge of Allegiance to the Flag was led by City of Saint Charles Leader of Tomorrow Charlotte Hunsel, a seventh grade student Immanuel Lutheran School. PRESENTATION S/AWARDS/PROCLAMATIONS (n on e/ CITIZEN COMMENTS There were no citizen comments. REPORT OF THE MAYOR Risk Manger Christian Dunman presented the 2024 Workers' Compensation Review. ANNOUNCEMENTS FROM CO UNCILMEMBERS/MISCELLANEOUS Councilmember Michael Flandermeyer provided an update regarding three upcoming events in St. Charles. "Saint Charles Got Talent," the 2025 Senior Fashion Shou' will take place on Wednesday, March 5 at 1:00 p.m. at the J. Scheidegger Center for the Arts at Lindenwood University. On Sunday, March 16, the Municipal Band and Big Band will perform a free concert at the Foundry Arts Centre at 2:00 p.m. The Senior Activities Fair will be held on Thursday, March 27 lrom 9:00 a.m. to Noon at the Foundry Arts Centre. I RECORD OF THE COLINCIL OF THE CITY OF SAINT CHARLES. MISSOURI March4,2025 Councilmember Denise Mitchell provided the foilowing updates on the Landmarks Board: A Landmarks Awards Subcommittee was formed to bring back the annual preservation awards. Not only does this honor some special projects but it also shows the community our City's commitment to preserving our historic fabric. These projects are to be honored in May during Preservation Month. The subcommittee has selected Tuesday,5120 as the Council meeting that the Mayor will be presenting the awards. Since this presentation has been paused since 2020 we have a few retroactive projects that we will be honoring as well as some that were completed this past year and two individuals that will be awarded for their contributions to preservation. A total of 7 were decided upon and we look forward to celebrating these achievements with the winners in Mav. Staff has been researching what other cities ordinances are with regard to demolition review and consulting with the State Historic Preservation Office. It looks as if our process is one of the best, but the Board and staff are continuing discussions with regard to some possible minor adjustments. Will keep you posted. Additionally the Board talked about LEDs and we asked the staff for some lighting updates and guidelines regarding them in for the historic districts. With more and more LED fixtures coming on the market, and incandescent and florescent lights becoming part ofour past, we need guidelines on lumens and color. Are they allowed in some historic areas but not others? If they are allowed what is the maximum temperature color allowed...Is it 3000 kelvin or is it different in different districts? We don't want the light to overpower the light fixture at night and we don't want the light to be too orange or too blue in these historic areas. Either way Landmarks believes that the City needs to address this in our code and we hope that staff can look into this further. 2 RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI March 4,2025 PUB LIC HEARING Council President Michael Galba announced the Public Hearing will now be held.
