RECORD OF THE COUNCIL OF THE CITY OP SAINT CHARLES, MISSOURI February 25,2025 The City Council convened in a Regular City Council Meeting on Tuesday, February 25,2025 at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, St. Charles, Missouri with President of the Council Michael Galba presiding and Members of the Council were present as follows: Michael Flandermeyer, Bart Haberstroh, Mark Hollander Denise Mitchell, Bill Otto and Vince Ratchford. Absent: Justin Foust, Bart Haberstroh, Mark Hollander, Bridget Ohmes and the Honorable Mayor Daniel J. Borgmeyer. City Clerk Kimberly Hudson was present and performed the duties of that offrce. File #49361 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. A motion was made by MICHAEL FLANDERMEYER to excuse the absence of Councilmember Bridget Ohmes, Councilmember Justin Foust, Councilmember Mark Hollander and Councilmember Bart Habershoh. BILL OTTO seconded the motion. A11 voted in favor. Motion passed. PRESENTATIONS /AWARD S/PROCLAMATIONS The Director of Administration presented the Above and Beyond Award to Firefighter Kevin Drury for his heroic, lifesaving actions in rescuing two individuals from a burning home. CITIZEN COMI\4ENTS There were no citizen comments. REPORT OF THE MAYOR A motion was made by VINCE R-A.TCHFORD to approve the following appointments: I RECORD OF THE COLINCIL OF THE CITY OF SAINT CHARLES. MISSOI]RI February 25,2025 Board of Appeals The reappointment of Nathan Droste whose term will expire February 2025, to serve another term as a builder to expire February 2028. Frenchtown Special Business District Advi sory Board The appointment of Brandon Runk, who is a business owner in the District, for a term expiring February 2026. (ln order to maintain staggered terms by Section 125.060.C, this appointment is for a shortened term). Greater St. Charles Convention & Visitors Commission The appointment of Trudy Pagano, who is replacing Ann Hazelwood who submitted her resignation October 28,2024. This vacancy is to fill the "May, but need not, live or work in the City" role. Trudy Pagano's term will expire November 2027. Main Street Special Business District Adviso rv Board The appointment of Amy Senter. who is a business owner in the District, to fill a vacant position formerly held by Courtney Cottrell representing North Main Street for a term expiring October 2026. The appointment of Clarkson Bates who is a business owner in the District, to fill a vacant position representing South Main Street for a term expiring February 2028. Senior Citizen Advisory Commission The reappointment of Norm Fehl whose term will expire February 2025, to serve another term representing Ward 7, to expire February 2028. The reappointment of Bill Wallace whose term will expire February 2025. To serve another term as the at-large member, to expire February 2028. 2 RECORD OF TIIE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI February 25,2025 Veterans Commission The reappointment of Tom Stephenson whose term will expire March 2025, to serve another term to expire March 2027. (ln order to maintain staggered terms by Section 125.060.C, this appointment is for a shortened term). The reappointment of Brian Gould whose term will expire March 2025, to serve another term to expire March 2028. The reappointment of Arthur Minor whose term will expire March 2025, to serve another term to expire March 2028. The reappointment of Katrina Evans whose term will expire March 2025, to serve another term to expire March 2028. DENISE MITCHELL seconded tlle motion. A roll call vote was taken with the following results: "Aye": Galba, Mitchell, Otto, Ratchford, West and Flandermeyer. 'Nay": None. Absent: Foust, Haberstroh, Hollander and Ohmes. Motion passed. File #: 49363 ANNOUNCEMENTS FROM COUNCILMEMBERS/MISCELLANEOUS Council President Michael Galba thanked the Director of Public Works Jim Wright and his staff for all of their hard work with the snow removal and the most recent water main break on Elm Street. PUBLIC HEARING There were no items for Public Hearing. CONSENT AGENDA A motion was made by DENISE MITCHELL to approve the Consent Agenda. MICIIAEL FLANDERMEYER seconded the motion.
