RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI October 14,2025 The City Council convened in a Special City Council Meeting on Tuesday, October 14,2025, at 5:30 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, Saint Charles, Missouri, with President of the Council Michael Galba presiding. The Honorable Mayor Daniel J. Borgrneyer and Members of the Council were present as follows: Justin Foust, Brian Gould, Bart Haberstroh, Mark Hollander, Denise Mitchell, Bill Otto, Vince Ratchford, and Mary West. Absent: Steve Hollander. Assistant City Clerk Emily Galantowicz was present and performed the duties ofthat office. File #49361 The meeting was opened with the Invocation, those present standing in a moment of silence, followed by the Pledge of Allegiance to the Flag. MARK HOLLANDER made a motion to excuse the absence of Councilmember Steve Hollander. DENISE MITCHELL seconded the motion. All in favor. Motion passed. PUBLIC COMMENTS Amie C. CHARLES, MISSOURI, TO ISSUE ITS TAXABLE INDUSTRIAL REVENUE BONDS (CLEMENT MANAGEMENT SERVICES, LLC PROJECT), SERIES 2025, FOR THE PURPOSE OF PROVIDING FUNDS TO PAY THE COSTS OF ACQUIRING, CONSTRUCTING AND IMPROVING AN INDUSTRIAL DEVELOPMENT PROJECT N THE CITY; APPROVING A PLAN FOR THE PROJECT; AND AUTHORZING THE CITY TO ENTER INTO CERTAIN AGREEMENTS AND TAKE CERTAIN OTHER ACTIONS IN CONNECTION THEREWITH (SPONSOR: JUSTIN FOUST) Councilmember Justin Foust requested a separate vote for Council Bill 14016. JUSTIN FOUST made a motion to table Council Bill 14016 until the October 21, 2025 Regular City Council Meeting. MARK HOLLANDER seconded the motion. A roll call vote was taken with the following results: Ayes: Gould, Haberstroh, M. Hollander, Mitchell, Otto, Ratchford, West, Foust, and Galba. Nays: None. Absent: S. Hollander. Motion passed. BILL OTTO made a motion to adjoum. MARY WEST seconded the motion. All voted in favor. Motion passed.
