RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES, MISSOURI October 14,2025 The City Council convened in a Special City Council Meeting on Tuesday, October 14,2025, at 5:30 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, Saint Charles, Missouri, with President of the Council Michael Galba presiding. The Honorable Mayor Daniel J. Borgrneyer and Members of the Council were present as follows: Justin Foust, Brian Gould, Bart Haberstroh, Mark Hollander, Denise Mitchell, Bill Otto, Vince Ratchford, and Mary West.
