RECORD OF THE COUNCIL OF THE CITY OF SAINT CHARLES. MISSOURI Oclober 21,2025 The City Council convened in a Regular City Council Meeting on Tuesday, October 21, 2025, at 7:00 p.m. in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, St. Charles, Missouri, with President of the Council Michael Galba presiding. The Honorable Mayor Daniel J. Borgmeyer and Members of the Council were present as follows: Justin Foust, Brian Gould, Bart Haberstroh, Mark Hollander, Steve Hollander, Denise Mitchell, Bill Otto, Vince Ratchford, and Mary West. Absent: None. City Clerk Kimberly Hudson was present and performed the duties of that office. File 1#'9361 The meeting was opened with the lnvocation, followed by a moment of silence, and the Pledge of Allegiance to the Flag. MARK HOLLANDER made a motion to excuse the absence of Councilmember Bill Otto. MARY WEST seconded the motion. All in favor. Motion passed. PRESENTATIONS/ AWARDSiPROCLAMATIONS Proclamation Reco Octobff as National Code Enforcement Appreciation Month in the Ci tv of Saint Charles. Missouri Mayor Daniel J. Borgrneyer presented a proclamation to Community Development Director Zach Tusinger and the Code Enforcernent Team declaring October as National Code Enforcement Appreciation Month in the City of Saint Charles, Missouri. PUBLIC COMMENT Amie C. AC "Honest Abe" Dienoff, City-County Public Advocate, P.O. Borgrneyer reported we have had a very busy week with a lot of interaction with developers, investors, and general businesses and asked Director of Administration Larry Dobrosky to share STC Highlights and Achievements for the week. Councilmember Denise Mitchell read the following announcements: Last Wednesday, the Parks Board was presented with drawings of the plans for Stage I of Legacy Farms Park and given an update. This SW portion of the park site has been identified as the family/nature play area. Paired with stormwater management stmtegies, this area would combine passive and active recreation opporhrnities. The amenities planned include: a sigrature playground, pavilion and restrooms, which will be a key destination for families. This signature playground will offer a play tower, structures, swings, spinners adventure play area, hillside play area and a tot play area. Berms and landforms will shape the natwe play area and blend with the more organic elements of the stormwater management system within this section of the park. Additionally, various boardwalks, pavilions, outdoor classrooms and native planting areas will provide quiet and passive spaces for park users, complanenting the other program elements proposed. Parks is waiting to hear back from MoDot to determine where the main entrance will be best suited and then we will go fiom there. I appreciate the Mayor, Director Dobrosky and Councilmembers Galba and Ofto who came to hear the update and see the plans Parks has been working on. I would like to invite everyone to the St. Charles Parks and Recreation Foundation's 2025 Turkey Bowl. This is the Foundation's annual bowling fundraiser that helps the scholarship fund for City Residents. The funds go to support residents who are unable to afford recreation program fees. The proceeds can help sponsor a child to attend Summer Fun Day Camp, leam how to play soccer, or enjoy a hot summer day at the pool. Please consider supporting the Parks' Scholarship Fund by sponsoring a bowling lane, donating a gift for the raffle or challenging your friends and family to a bowling match. Tickets are $4 per person and that includes one game and shoe rental. There are hourly prize drawings for those in attendance and a raffle table. For advance tickets contact the parks office at 636-949-3172 or just bring cash on the day of the event. It will be held on Saturday 11/8 from 12:30-5 at Plaza Lanes at 506 Droste. Hope to see you there. The St. Charles County Municipal League meeting will be held on Tuesday, October 286 in Dardenne Prairie. There will be several Missouri State Representatives in attendance that will be taking questions and providing answers and address their priorities in the next session.
