LANDMARKS BOARD AGENDA FOR REGULAR MEETING SEPTEMBER 21, 2015 LANDMARKS BOARD: Steve Martin, Chairperson Christine Berry, Vice Chair Gene Wood, Secretary Tom Kuypers Michelle Beucke Denise Mitchell Angela Schulte Cheryl Primm Tom Besselman, Council Liaison Mesdames and Gentlemen: On Monday, September 21, 2015, at 6:00 p.m., the City of St. Charles Landmarks Board will hold its regular monthly meeting in the Council Chambers on the fourth floor of City Hall, 200 North Second Street, St. Charles, Missouri. The agenda for this meeting is as follows: Attention Applicants: It is necessary that you or a knowledgeable representative of your interests be present at the meeting to answer any questions the Board may have concerning your application. Failure to provide answers to the Board’s questions may result in your application being tabled or denied. 1. Call to order and call the roll. 2. Consent Agenda (A) Case No. C/A 2015-52(EC). 329 Clark Street. James and Pamela Hake. The applicants are requesting approval to install a 6-foot tall wood privacy fence along the east lot line of the rear yard. [Extended Historic Preservation District, Ward 1] (B) Permit No. 15-4647. 1001 South Fifth Street. Providence Bank. The applicant is requesting approval to replace an existing ATM kiosk with a new kiosk and a canopy. [Extended Historic Preservation District, Ward 2] (C) Case No. C/A 2015-49(EC). 1327 North Third Street. David Willis. The applicant is requesting approval to re-open the enclosed front gallery. [Frenchtown Preservation District, Ward 1] September 21, 2015, Landmarks Board Agenda 2 (D) Case No. C/A 2015-55(EC). 810 North Third Street. Chris Carver. The applicant is requesting approval to replace a fence that was damaged by a fallen tree. [Frenchtown Preservation District, Ward 1] (E) Case No. C/A 2015-56(EC). 621 South Fifth Street. Julie Wiechens. The applicant is requesting approval to replace the existing aluminum siding with vinyl siding. [Extended Historic Preservation District, Ward 2] 3. Items Removed from the Consent Agenda 4. Structure Review Section 400.1180 Purpose The purpose of this subchapter is to protect, enhance, and perpetrate buildings, structures, districts, and sites of historical, cultural, architectural, engineering or geographic significance. Further, protection of cultural assets from demolition by neglect is an objective of this subchapter. Please note: Obtaining a Certificate of Appropriateness from the Landmarks Board does not authorize the applicant to build a structure. Building permits are required prior to construction. The applicant is requesting approval of revisions to a previously-approved project, including changes to the gallery and front doors. The applicant is requesting approval of light fixtures that were placed under the balcony. [South Main Preservation District, Ward 2] (C) Case No. C/A 2015-50(EC). 815 South Main Street. Michael Gravemann. The applicant is requesting after-the-fact approval to repaint the exterior walls. [South Main Preservation District, Ward 2] (D) Case No. C/A 2015-53(EC). 1109-1111 South Main Street. Monty Parson. The applicant is requesting approval to install vinyl siding on this duplex. [Landmark Preservation District, Ward 2] (E) Case No. C/A 2015-12(SP). 212 North Main Street. Stephen J. Hollander, AIA. The applicant is requesting after-the-fact approval to construct a shed roof covering over the bar on the south side of the rear deck. [Historic Downtown District, Ward 1] September 21, 2015, Landmarks Board Agenda 3 (F) Case No. C/A 2015-33(SP). 307 North Fifth Street. Chuck & Patty Koehler. The applicants are requesting approval to replace the windows; cover the walls, soffits and trim with a variety of materials; renovate the porch; and construct a garage. [Extended Historic Preservation District, Ward 1] (G) Case No. C/A 2015-54(EC). 403 Morgan Street. Jason Lewis. The applicant is requesting approval to rebuild the front porch, replace the vinyl siding in the front gable ends of the house and porch with vinyl shakes, and replace the front door. [Frenchtown Preservation District, Ward 1] (H) REVISION Case No. C/A 2015-28(SP). 125 North Third Street. Darren Stross. The applicant is requesting approval of revisions to a design for an apartment building that was approved by the Board on July 20, 2015. [Extended Historic Preservation District, Ward 1] 5. Conceptual Drawings for 217 South Main Street 6. Resolution to endorse the City’s application for a Federal Fiscal Year 2016 Historic Preservation Fund Grant to prepare a National Register of Historic Places nomination for the Commons Neighborhood Historic District 7. Approval of the August 17, 2015, meeting minutes 8. Announcements/Report of Officers 9. Adjournment The next regular meeting of the Landmarks Board is scheduled for Monday, October 19, 2015 The submittal deadline for the October 19th meeting is September 28th, 2015 (October 7th, 2015, for signs) The City of St. Charles offers all interested citizens the opportunity to attend public meetings and comment on public matters.
