On Monday, January 22, 2018, at 6:00 p.m., the City of St. Charles Landmarks Board will hold
its regular monthly meeting in the Council Chambers on the fourth floor of City Hall, 200
North Second Street, St. Charles, Missouri. The agenda for this meeting is as follows:
Attention Applicants: It is necessary that you or a knowledgeable representative of your interests be
present at the meeting to answer any questions the Board may have concerning your application.
Failure to provide answers to the Board’s questions may result in your application being tabled or

(A) Case No. C/A 2017-80(EC). 710 Washington Street. Alexander Schuetz. The
applicant is requesting approval to replace a fence. [Extended Historic Preservation
District, Ward 1]
(B) Case No. C/A 2018-03(EC). 1500-1504 Elm Street. Baalman Architects. The
applicant is requesting approval to renovate the exterior of this 1960 commercial
building. [Extended Historic Preservation District, Ward 7]
(C) Sign Permit No. 18-72. 213 North Main Street. Jon Pannullo. The applicant is
requesting approval of window signage for Health Markets. [Historic Downtown
District, Ward 1]

(D) Case No. C/A 2018-01(EC). 338 South Main Street. Lionel York. The applicant
is requesting after-the-fact approval to install a fence. [South Main Preservation
District, Ward 2]
(E) Case No. 2017-79(EC). 117 Anderson Street. Lawrence Kemp. The applicant is
requesting approval to install a 6-foot tall cedar privacy fence. [Extended Historic
Preservation District, Ward 9]
(F) Case No. C/A 2017-32(SP). 1012 South Sixth Street. Guy Albrecht. The applicant
is requesting approval to constructed a deck on the rear elevation of this 1960 ranch
house. [Extended Historic Preservation District, Ward 2]
(G) Case No. C/A 2017-78(EC). 731 North Fifth Street. Randy & Celestine McCurry.
The applicants are requesting approval to replace the existing fence with a 7-foot
tall cedar privacy fence topped by aluminum pickets. [Commons Preservation
District, Ward 1]
(H) Permit No. 18-209. 1423 North Second Street. Jason Menendez. The applicant is
requesting approval to re-face an existing sign for his business, Midwest Massage.

Section 400.1180 Purpose
The purpose of this subchapter is to protect, enhance, and perpetrate buildings,
structures, districts, and sites of historical, cultural, architectural, engineering or
geographic significance. Further, protection of cultural assets from demolition by
neglect is an objective of this subchapter.
Please note: Obtaining a Certificate of Appropriateness from the Landmarks Board
does not authorize the applicant to build a structure. Building permits are required
prior to construction.
(A) Case No. C/A 2018-02(EC). 318 Houston Street. Brandon Bybee. The applicant is
requesting approval to replace the windows. [Extended Historic Preservation
District, Ward 7]
(B) Case No. 2018-02(SP). 205 South Duchesne Drive. Laurie Smith, Agape
Construction Company. The applicant is requesting approval to remove two frame
additions and to build two new brick additions. [Individually-Designated Landmark,
Ward 10]

requesting approval to demolish the existing garage and build a new detached garage.
