The applicants are requesting approval to rebuild a rear porch. The applicant removed the existing porch and porch roof due to a structural issue. The current windows and door will be framed out in 2” siding. An elevation of the rear of the addition, specifications on the siding and additional photograph of the property appears below. Due to Staff error, this portion of the entirety of the project was omitted from last month’s Landmark’s Board review of the new carport and windows, both of which were approved as submitted. No sign or graphic shall be permitted in the district unless the sign relates to or advertises a business within the district. c. Signs shall be compatible with the architecture of the building and the Historic Downtown District. 2. Wall projecting, window and awning signs. a. Each building is permitted a maximum sum total of all wall, projecting, and window signage of one (1) square foot of signage per each lineal foot of frontage of the building. Where there are two (2) or more frontages, the average of frontages shall be computed to determine the signage allotment under this formula. One (1) additional sign is permitted on the rear of each building with a maximum size of 50% of that allowed on the front, provided that the area of the rear elevation signage shall count towards the total sign area for the building. d. Each occupant within the district is allowed permanent window signs with a maximum size of thirty-three percent (33%) of the panes of glass of space which the tenant occupies. Allowable window signage will include signs or graphics which are painted, attached to, in proximity or within three (3) feet of window area or part of a signage which is part of a window area. The area of window signage shall be measured as the area of the smallest possible rectangle encompassing all sign elements, including letters and graphics. Window signs shall be included in the calculation of the total amount of building signage permitted. 7. Sign design. Signs shall utilize colors from the approved paint color chart adopted by the HLPARB or shall use colors with proven historical relevance that may be approved by the HLPARB. ARCHITECTURAL DESIGN GUIDELINES FOR THE HISTORIC DOWNTOWN DISTRICT Chapter 8: Guidelines for Signs Permitted Sign Types 8.3 A sign should be in character with the material, color and detail of the building. a. Letter styles and graphic designs used historically are most appropriate. b. If letter styles are to be used that were not seen in the district historically, they should have serifs. 8.4 Each building is permitted a maximum total area of signage (from all signs: wall, projecting and window) of one square foot per each lineal foot of frontage of the building. In general, no more than three colors should be used. 8.18 Typefaces that are in keeping with those seen in the area historically are encouraged. a. Generally, these are typefaces with serifs. b. Avoid sign types that appear too contemporary. 8.19 Select letter styles and sizes that will be compatible with the building front. a. Avoid hard-to-read or overly intricate typeface styles. b. Signs in the district should be oriented to pedestrians rather than automobiles. Sign lettering should be sized accordingly. STAFF RECOMMENDATION The 24 square feet of proposed sign is less than what is allowed by ordinance. The front wall of the business is 25 feet long, so the applicant is entitled to a maximum sum total of all wall, projecting and window signage of 25 square feet. The hanging sign utilizes a traditional bracket seen throughout the historic district. All hardware will be painted black, and the sign will have a head clearance well over eight (8) feet. The bracket will be mounted into the mortar joints and not the face of the brick. The Standards recommend using a maximum of three colors on a sign. The proposed sign utilizes four total colors with the predominant colors being white and black. Given the minimal use of the two additional colors the sign does not seem busy in appearance. The logo has a slight cartoonish quality but not in a manner that detracts from the building or the streetscape. Unfinished materials, including unpainted wood, are discouraged because they are out of character with the historic context. b. Plastic is not permitted, except for flush, adhesive lettering. In general, no more than three colors should be used. STAFF RECOMMENDATION The size, material and general colors of the sign are acceptable. Even though not derived directly from the approved palette, there are only four colors used and that is not excessive in Staff’s opinion. However, the font is something that would not have been seen historically and should be considered in the Board’s decision. In addition, the business logo itself is cartoonish and the Board should consider the overall design of the sign for appropriateness for the South Main District. Permit No. 20-6724 3 205 South Main Street 205 SOUTH MAIN STREET PROPOSED SIGN AND LOCATION AGENDA ITEM #6A MEMORANDUM DATE: December 14, 2020 TO: Landmarks Board FROM: Bob Bettis Preservation Planner SUBJECT: Proposed Changes to the Frenchtown Preservation District Design Guidelines to Allow for the Review of Shipping Container Buildings City Council is currently considering a change to the Zoning Code that would allow shipping container buildings in various parts of the city. One of these areas would be along the North Second Street commercial corridor which is located in the Frenchtown Preservation District. Currently the Design Guidelines for the Frenchtown Preservation District do not specifically address these containers. Community Development Staff was directed to prepare guidelines that would allow the Landmarks Board to review shipping container developments within the Frenchtown Preservation District. Changes to the Design Guidelines have to be formally commented on by the Landmarks Board and then approved by City Council. Members of Council have requested these new inclusions to the Design Guidelines for the Frenchtown Preservation District be considered and amended at the same time as the zoning code. The Historic Frenchtown Association is the recognized neighborhood group for the Frenchtown Preservation District. Recognized neighborhood groups are encouraged to comment on any proposed changes to the design guidelines. The proposed guidelines below are a collaboration between Staff and the Historic Frenchtown Association. Draft guidelines were presented and discussed at a neighborhood meeting on December 2nd. The language below takes the original version and incorporates nearly all of the suggestions from the HFA version. The only change that Staff made was to remove a statement regarding setbacks. The current zoning regulations regarding setbacks would apply regardless if it is a normal building or a new container building. Staff felt that one section was redundant. Upon adoption of the final draft of the amendment to the design guidelines by the Landmarks Board, the amendment will be forwarded to City Council for review and final approval. Frenchtown Preservation District Shipping Container Buildings/Structures 5.39 All exterior, site and aesthetic aspects of any proposed container project within the Frenchtown Historic Commercial District (FHCD) should be designed by a licensed architect or design professional. A Design Statement may be submitted along with the Certificate of Appropriateness by the architect, designer or developer explaining the architectural vision and intent of the development. a. When reviewing a Certificate of Appropriateness, the Landmark’s Board may consider the surrounding architectural context. Proposals in areas of the Frenchtown Historic Commercial District (FHCD) that lack contiguous historic fabric may be scrutinized less stringently than other parts of the district to maintain a strong historic context. b. All shipping container projects should be reviewed for appropriateness. The density of neighboring and affected historic structures should dictate the degree of scrutiny. Items to be considered should include and not be limited to: i. Mass/Plan Shape ii. Scale iii. Setbacks iv. Material v. Color vi. Fenestration vii. Decorative Details viii. Ratio of Solid to Void  Street Visible Facades Should Have a Minimum of 30% Glass or Open Windows and Doors ix. Skirting at Base/Foundation of Container x. Screening of Mechanical Units xi. Treatment of Adjacent Outdoor Space/Landscaping Next to Individual Container c. Containers used as additions to contributing properties should not destroy historic materials that characterize the property. The new work should be differentiated from the old and should be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. Additional criteria from letter “b” may also be considered in the review of additions. d. Containers used as additions to contributing properties should be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired and could be returned to historical appropriateness. e. Containers used as additions to non-contributing properties within the district will be given design flexibility as long as it is determined to not adversely affect the district as a whole. Recommended Motion: Motion to amend the design guidelines for the Frenchtown Preservation District to allow for the review of shipping container buildings. The agenda for this meeting is as follows: 1. Call to order and call the roll. Chairperson Steve Martin called the meeting to order at 6:00 p.m. The Recording Secretary called the roll. Listed above are those that attended. 2. Consent Agenda (A) Case No. C/A 2020-059(EC). 500 Lindenwood Street. Ryn Byrn. The applicant is requesting approval to construct a fence. [Extended Historic Preservation District, Ward 7] (B) Case No. C/A 2020-062(EC). 1100 Lindenwood Avenue. William Donius. Construct a fence in rear yard. [Extended Historic Preservation District, Ward 7] (C) Case No. C/A 2020-066(EC). 1620 Elm Street. Jeff Lammers. The applicant is requesting approval to construct a privacy fence in rear and side yard. [Extended Preservation District, Ward 7] (D) Case No. C/A 2020-063(EC). 1200 North Second Street. Melissa & Mark Hollander. The applicant is requesting approval to construct a fence and awning in the rear of the building. [Frenchtown Historic Preservation District, Ward 1] (E) Case No. C/A 2020-061(EC). 1020 North Fourth Street. James & Jeanne Middleton. Construct a shed in rear yard. [Frenchtown Historic Preservation District, Ward ] (F) Case No. C/A 2020-064(EC). 1614 North Third Street. Len House. The applicant is requesting approval to repair a garage. The applicant is requesting approval replace siding on an addition and freestanding garage. [Frenchtown Preservation District, Ward 1] (H) Case No. C/A 2020-060(EC). 733 North Sixth Street. Christine & Robert Lesnau. The applicant is requesting approval to replace windows. [Commons Preservation District, Ward 1] (I) Case No. C/A 2020-030(SP). 1606 Watson Street. Stephen Hollander. The applicant is requesting approval to construct a frame garage. [Extended Historic Preservation District, Ward 9] Chairperson Steve Martin called for a motion to approve the Consent Agenda as submitted. Larry Muench made a motion to approve the Consent Agenda as submitted. Tom Kuypers seconded the motion. All were in favor, the motion passed. 3. Items Removed from the Consent Agenda No items were removed from the Consent Agenda. 4. Sign Permit Applications (A) Permit No. 20-6184. 1312 North Second Street. Jon Hedgecorth. The applicant is requesting after the fact approval to install one hanging sign for the business, “Rad Barbershop” [Frenchtown Preservation District, Ward 1] Jon Hedgecorth addressed the Board. Chris Black made a motion to approve the application as submitted. Tom Besselman seconded the motion. All were in favor, the motion passed. 5. Structure Review Section 400.1180 Purpose The purpose of this subchapter is to protect, enhance, and perpetrate buildings, structures, districts, and sites of historical, cultural, architectural, engineering or geographic significance. Further, protection of cultural assets from demolition by neglect is an objective of this subchapter. Please note: Obtaining a Certificate of Appropriateness from the Landmarks Board does not authorize the applicant to build a structure. Building permits are required prior to construction. (A) Case No. C/A 2020-028(SP). 903 North Fifth Street. Mark Gettemeier. The applicant is requesting approval to construct a single-family house. [Commons Preservation District, Ward 1] 3 Landmarks Board Minutes, October 19, 2020 Applicant Mark Gettemeier, along with home owners Eric & Dianne Seider addressed the Board. Michelle Beucke made a motion to approve the application per the design refinements of the Landmarks Board. Tom Besselman seconded the motion. All were in favor, the motion passed. (B) Case No. C/A 2020-029(SP). 930 South Fifth Street. Krunal Patel. The applicant is requesting approval to construct a new commercial building for Royal’s Liquor Store [Extended Historic Preservation District, Ward 2] Applicant representative Clay Vance addressed the Board. Tom Kuypers made a motion to approve the application with the condition the final building and site plan be reviewed by the Community Development Department for compliance. Chris Black seconded the motion. All were in favor, the motion passed. 6. Staff Reports  Bob Bettis welcomed the new Frenchtown Representative, Stephanie Troesser, to the Board. Also noting the Landmarks Board now has a full staff.  Bob Bettis announced this would be the last meeting for Recording Secretary, Grace Capritta.  Staff and Board Member, Stephanie Troesser, discussed the plans for the neighborhood review of potential design guidelines for the Frenchtown Historic District relating to Container Buildings. 7. Announcements/Report of Officers Michelle Beucke discussed the 2019-2020 Landmarks Board Awards and presentation. 8. Approval of October 19th, 2020, meeting minutes Michelle Beucke made a motion to approve the October 19, 2020 meeting minutes as submitted. Larry Muench seconded the motion. All were in favor, the motion passed. 9. Adjournment Tom Kuypers made a motion to adjourn the meeting. Chris Black seconded the motion. All were in favor, the motion passed.
