The 1½-story, frame Folk Victorian house was built circa 1896. Between 1917 and 1929, its one-bay portico was replaced with a full-width, Craftsman-influenced gallery. The house is considered a contributing resource to the Midtown Neighborhood National Register Historic District. The applicant is proposing to replace an existing run of wooden privacy fencing along the north property line with a 6’ vinyl privacy fence. A site plan and photographs accompany the application. APPLICABLE DESIGN GUIDELINES SECTION 400.550: FENCES. 1. General provisions. e. A permit is required for the construction or replacement of fences. f. Fences constructed in the Extended Historic Preservation District or any other superimposed historic district shall require approval by the Landmarks Board. 2. Residential districts. a. A fence or wall, not more than four (4) feet in height, may project into any required front yard. On a double frontage lot as defined in Section 400.050, fences or walls of no more than a height of seven (7) feet may project into the yard space at the rear of the building, provided no portion of the frontage along the same street where the C/A No. 2021-071(EC) Page 2 331 Clark Street fence is proposed to be located is utilized as the principal entrance for the main building of any lot in the block. Fences or walls may project into other required yards, provided such fences and walls do not exceed a height of seven (7) feet. 4. Construction and Maintenance. a. All fences must be constructed in a workmanship-like manner so that the horizontal and vertical support posts are inside of the fence area or hidden from both the neighbor’s and general public’s view. Fences must be straight and run parallel to the lot line. SECTION 400.340: “EHP” EXTENDED HISTORIC PRESERVATION DISTRICT. (C) Architectural Review for Properties Constructed During or Prior to 1945. No person shall alter the exterior appearance of any building without first obtaining a Certificate of Appropriateness from the Historic Landmarks Preservation and Architectural Review Board (HLPARB). In reviewing applications for a Certificate of Appropriateness, guidelines established in Section 400.1270 shall be used. REVIEW DESIGN GUIDELINES FOR THE EXTENDED HISTORIC DISTRICT Section 5.1 ARCHITECTURAL DESIGN GUIDELINES 7. Maintenance-Planning and Design Factors a. Continued good appearance depends upon the extent and quality of maintenance. The choice of materials and their use, together with the types of finishes and other protective measures, must be conducive to easy maintenance and upkeep. b. Materials and finishes shall be selected for their durability and wear as well as for their beauty. Proper measures and devices shall be incorporated for protection against the elements, neglect, damage and abuse. 8. Factors for Evaluation a. Conformance to ordinances and the Appearance Code. e. STAFF RECOMMENDATION The proposed fencing is in keeping with the City’s zoning ordinance and the design guidelines for the Extended Historic Preservation District. The new fence is replacing a deteriorated wooden fence in the exact same location. Staff recommends approval as submitted. Constructed circa 1900, the Folk Victorian house has been modified over the years and a full second story was added. The house is located outside of the Frenchtown Neighborhood National Historic District. The applicant is requesting approval to install solar arrays on two rear sloped roofs. The racking will project minimally off of the surface of the roof and will not protrude over the peak of the roof line. The conduit and other associated equipment will be on the rear of the building and not street visible. Accompanying the application are panel product details, layout plans and photographs of the building. APPLICABLE DESIGN GUIDELINES SECTION 400.360: “FPD” FRENCHTOWN PRESERVATION DISTRICT D. Architectural Review for Non-Contributing Properties. Architectural Design Guidelines for Solar Panel Installations in the Landmark Preservation District, Frenchtown Preservation District, Commons Preservation District, Extended Historic Preservation District, and Historic Downtown District The following guidelines are to be used when determining the appropriateness of installing a solar panel system on a property located in the Landmark Preservation District, Frenchtown Preservation District, Commons Preservation District and the Extended Historic Preservation District. Primary (Front) Elevation of Primary Building (Contributing and Noncontributing) Locating solar panels on the primary (front) façade is the least desirable option because it will have the greatest adverse effect on the building’s character-defining features and the overall historic and architectural character of the district. Therefore, solar panels shall not be installed on the front slope of a roof or on any portion of the main façade of contributing and noncontributing buildings. Secondary (Side or Rear) Elevation of Primary Building Contributing Buildings: In the case of a contributing building, solar panels shall not be installed on the secondary street- facing slope of the roof or any portion of the elevation that faces a street. For secondary elevations that do not face a street:  If the building has an existing non-historic addition, consider placing the system on it.  Panels should be installed flat at a minimal distance from the roof and not alter the roof slope. Installation of panels must be reversible and not damage the historic integrity of the resource and district.  Flat roof structures should have solar panels set back from the roof edge to minimize visibility. Pitch and elevation should be adjusted to reduce visibility from the street.  Solar panels should be positioned behind existing architectural features such as parapets, dormers, and chimneys to limit their visibility.  Use solar panels and mounting systems that are compatible in color to the roof materials. Mechanical equipment associated with the solar panel system should be painted or treated to be as unobtrusive as possible.  Historic roofing materials should not be removed during the installation of solar panels.  The historic roof configuration, dormers, chimneys, or other features should not be removed or altered.  Use solar panels and mounting systems that are compatible in color to the roof materials. Mechanical equipment and conduit associated with the solar panel system should be painted or treated to be as unobtrusive as possible. C/A No. C/A 2020-070(EC) Page 3 1920 North Second Street STAFF RECOMMENDATION The solar panels will be installed on the low sloped roof on a rear addition and the rear slope of the roof on the main house. The panels on the rear addition will be minimally visible looking north from North Second Street but will not adversely impact the streetscape. This section of North Second is highly compromised architecturally and the proposed solar panel installation will not impact the neighborhood. Staff recommends approval as submitted. Built circa 1947, the subject property is a 1-story, side-gabled frame Minimal Traditional house finished with weatherboard siding. The house is considered a contributing resource to the Midtown Neighborhood National Register Historic District. The owner is seeking after-the-fact approval to construct a rear deck. The constructed deck did not meet zoning codes for rear setbacks. However, the owner was able to secure a variance from the Board of Adjustments at their November meeting. A site plan, drawings and photographs accompany this application. APPLICABLE DESIGN GUIDELINES § 400.340: “EHP” EXTENDED HISTORIC PRESERVATION DISTRICT. A. Purposes. The purposes of the “EHP” Extended Historic Preservation District are to preserve historic buildings which contribute or will contribute to the heritage of the city or the state, and to preserve existing neighborhood architecture by protecting the buildings and their surroundings from obviously incongruous development or uses of land. C/A 2020-031(SP) BY BOB BETTIS APPLICANT: Kelly Krenning 97 Fox Drive St. Peters, MO 63376 OWNER: John Duckworth 30 North Brentwood Blvd Clayton, MO 63105 ADDRESS/LOCATION: 927 Tompkins Street ZONING: R-1E—Single family Residential District EHD—Extended Historic Preservation District USE: Residential MEETING DATE: January 11, 2021 BACKGROUND The subject property, 927 Tompkins Street, is located in the Extended Historic Preservation District and currently has a one-story, frame, side-gabled, Minimal Traditional house built in 1948. The house is structurally unsound and was condemned several years ago. There was substantial failure of the foundation due to unpermitted work in the basement. The house was then subsequently lifted off of the foundation without a permit and has been deemed a public safety hazard. Given the condition of the building the demolition itself is not being reviewed by the Board. There was an attempt to salvage the house and construct an addition on the house that was reviewed by the Landmarks Board in January 2020. This was eventually determined to be both economically unfeasible and physically impossible due to the unpermitted raising of the house off of the foundation. The entire house would need to be rebuilt to construct the new addition as proposed in January. The property is being sold to a new owner who wishes to build a new house. Due to a previously undetected sewer line that runs directly underneath the current structure, it has been determined that any new construction must be moved towards the rear of the lot to avoid impacting the City sewer line. The new house will be a one-and-a half cross gabled frame building that will be covered in 4” Hardie siding. The front and sides of the building will feature a simple fenestration pattern with casement windows and a full-light front door that will be under a simple shed porch roof. The house will have a steeper pitched roof than the C/A 2020-031(SP) 2 927 Tompkins Street other houses on the south side of Tompkins but the massing will be comparable. Due to the position of the storm sewer, the house will be setback 15’ from the rest of the houses on that block. There will be an attached garage on the front of the building that will be accessed by the existing driveway. Elevations and a site plan accompany the application, and additional photographs of the house appear at the end of this report. APPLICABLE DESIGN GUIDELINES SECTION 400.340: “EHP” EXTENDED HISTORIC PRESERVATION DISTRICT. D. Architectural review for properties constructed after 1945. Every application for a building permit for construction of, additions to, and exterior alterations of, any building in the district shall be submitted to the HLPARB for review and approval. In reviewing applications for a Certificate of Appropriateness, guidelines established in Section 400.1270 shall be used. SECTION 400.1270: CERTIFICATES OF APPROPRIATENESS. D. Standards for Review. 1. In considering an application for a certificate of appropriateness, the HLPARB shall be guided by the Secretary of the Interior’s Standards for Rehabilitation, in addition to any design guidelines in the ordinance. b. The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. c. Each property shall be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other buildings shall not be undertaken. e. Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a property shall be preserved. f. Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive features, the new feature shall match the old in design, color, texture, and other visual qualities and where possible, materials. Replacement of missing features shall be substantiated by documentary, physical, or pictorial evidence. REVIEW DESIGN GUIDELINES FOR THE EXTENDED HISTORIC DISTRICT Section 5.1 ARCHITECTURAL DESIGN GUIDELINES 3. Building Design a. Architectural style is not restricted but historically significant architectural style shall be conserved. Evaluation of the appearance of a project shall be based on the quality of its design and relationship to surroundings. c. Materials (1) Materials shall have good architectural character and shall be selected for harmony of the building with adjoining buildings. (2) Materials shall be selected for suitability to the type of buildings and the design in which they are used. Buildings shall have the same materials, or those that are architecturally harmonious, used for all building walls and other exterior building components wholly or partly visible from public ways. (3) Materials shall be of durable quality. C/A 2020-031(SP) 3 927 Tompkins Street e. Colors shall be harmonious and shall use only compatible accents. f. Mechanical equipment or other utility hardware on roof, ground, or buildings shall be screened from public view with materials harmonious with the building, or they shall be so located as not to be visible from any public ways. 7. Maintenance-Planning and Design Factors a. Continued good appearance depends upon the extent and quality of maintenance. The choice of materials and their use, together with the types of finishes and other protective measures, must be conducive to easy maintenance and upkeep. b. Materials and finishes shall be selected for their durability and wear as well as for their beauty. Proper measures and devices shall be incorporated for protection against the elements, neglect, damage and abuse. 8. Factors for Evaluation a. Conformance to ordinances and the Appearance Code. b. Logic of design. d. Architectural character e. Attractiveness f. Material selection g. Harmony and compatibility i. Maintenance aspects. STAFF RECOMMENDATION The existing house and the surrounding building stock do not possess the historic or architectural integrity to be considered eligible for listing on the National Register. Contextually, the proposed new construction will be taller than the rest houses on the south side of Tompkins Street. However, the north side of 900 block of Tompkins is elevated substantially and does not have any homes with the exception of a corner house that faces on to Oak Avenue. Adjacent blocks in the surrounding area do have homes that are equal in height to the proposed project. The design itself is simple and will not detract from the area or streetscape. The setback of the house is being moved 15’ towards the rear of the property to avoid a city sewer line that cannot be rebuilt upon. The siding and fenestration are appropriate. Given the architectural context and lack of significant historic integrity on this and the surrounding block and the issue with the sewer, Staff recommends that the new construction be approved as submitted. Staff Reports (A) Frenchtown Preservation District Design Guidelines for Shipping Container Buildings Bob Bettis presented draft design guidelines to the Board for consideration.
