Call to order and call the roll. 2. Approve the minutes of the February 23, 2015 Planning and Zoning Commission regular meeting. THERE ARE NO ITEMS ON THE CONSENT AGENDA THIS MONTH. PUBLIC HEARING: Conditional Use 3. Case No. CU-2015-5. (E.G. Systems, Inc. – Melanie Vodnick) An application for a Conditional Use Permit from §400.240(C)(1)(g) for Fertilizer Storage within the I-1 Light Industrial District, specifically to occupy an existing structure for a fertilizer and lawn care business (Scotts Miracle- Gro Company) at 80 Walsh Court. The subject property is 2.25 acres and is located in Ward 8. PUBLIC HEARING: Conditional Use 4. Case No. CU-2015-6. (Cullinan Properties LLC). An application for a Conditional Use Permit from Section 2.3 of the Streets of St. Charles Regulating Plan for a Drive-Thru facility within the T5 Transect Zone and PD-MU Planned Development-Mixed Use District, specifically to construct a new retail/restaurant building with associated drive-thru on Block 2000 of the development. The subject area is approximately 1.52 acres and is located in Ward 3. SITE PLAN: 5. Case No. SP-2015-9. (Cullinan Properties LLC) An application for a Site Plan approval for a new mixed-use retail building with restaurant drive-thru within the PD-MU Planned Development Mixed-Use District, specifically to construct a 5,000 sq. ft. two-tenant building on Block 2000 of the Streets of St. Charles. The subject area is approximately 1.52 acres and is located in Ward 3. SITE PLAN: 6. Case No. SP-2015-11. (Cullinan Properties LLC) An application for a Site Plan approval for a new mixed-use retail building within the PD-MU Planned Development Mixed-Use District, specifically to construct a 4,000 sq. ft. two-tenant building on Block 1000 of the Streets of St. Charles. The subject area is approximately 0.97 acres and is located in Ward 3. PUBLIC HEARING: Conditional Use 7. Case No. CU-2015-7. (Brandon McNamee). An application for a Conditional Use Permit from §400.220(C)(1)(i) for a Bar/Lounge Area within the C-2 General Business District, specifically to have a small lounge area in the rear of an existing Vapor Lounge at 1807 Zumbehl Road. The subject property is 1.45 acres and is located in Ward 6. PUBLIC HEARING: Rezoning 8. Case No. Z-2015-3. (City of St. Charles) An application to rezone land located west of Diekamp Lane known as 240 Diekamp Lane from the R-1C Single-Family Residential District to the R-1D Single-Family Residential District. The subject property is 1.72 acres prior to the proposed Right- of-Way dedication (1.44 acres post-dedication) and is located in Ward 4. THIS ITEM HAS BEEN WITHDRAWN BY THE APPLICANT. PUBLIC HEARING: Text Amendment to Zoning Ordinance 9. Case No. TA-2015-3. (City of St. Charles). Text Amendment to Zoning Ordinance Sections §400.050 Definitions, §400.170 R-3A Multiple-Family Residential District, §400.190 O-I Office Institution District and §400.670 Off-Street Parking Schedule relative to the definitions, permitted and conditional uses and parking standards for Congregate Care and Senior Housing Facilities in Chapter 400 (the Zoning Code). PUBLIC HEARING: Text Amendment to Zoning Ordinance 10. Case No. TA-2015-4. (City of St. Charles). Text Amendment to Zoning Ordinance Section §400.480 Temporary Retail Sales and Outdoor Display of Merchandise, to add regulations for the outdoor display of merchandise in the SMPD South Main Preservation District of Chapter 400 (the Zoning Code). PRELIMINARY SUBDIVISION PLAT 11. Case No. SUB-2015-4. (St. Charles Engineering and Surveying). An application for approval of a Preliminary Plat for Bellevaux Subdivision, a tract of land being part of U.S. Survey 1667, Township 47 North, Range 5 East of the Fifth Principal Meridian, specifically a subdivision consisting of 30 single family residential lots on 20.19 acres located east of Hilltop Drive, south of Elm Point Road and west of Picardy Lane. The subject property is zoned R-1C Single Family Residential and is located in Ward 8. Planning and Zoning Commission Agenda Page 2 SITE PLAN: 12. Case No. SP-2015-8. (Metal Flex, Inc.) An application for a Site Plan approval for a new industrial building within the I-2 Heavy Industrial District, specifically to construct a new 11,250 sq. ft. building along the north side of Elm Point Industrial Drive and west of Karydan Court. The subject property is 1.47 acres and is located in Ward 8. Adjourn The next regular meeting of the Planning & Zoning Commission is scheduled for April 27, 2015.
