Call to order and call the roll. 2. Approve the minutes of the April 24, 2017, Planning and Zoning Commission regular meeting. CONSENT AGENDA 3. Easement Vacation – Vacation of Utility Easement in the Booneslick Medical Subdivision. Vacation of a ten (10) feet utility easement within the Booneslick Medical subdivision. The property is located within Ward 2. 4. Case No. SP-2017-08 (Stephen Hollander) A application for a Site Plan approval for a parking lot addition and trash enclosure, specifically for 3 parking spaces, a parking well, and a trash enclosure for the Immanuel Lutheran Church and School located at 210 South 7th Street. The subject property is 5.58 acres and is located in Ward 1. 5. SUB-2017-011. (THD Design Group) An application for a preliminary plat for 137 Diekamp Lane Subdivision, a 2 lot subdivision within the R-1D Single Family Residential District located on the west side of Diekamp Lane, approximately 700 feet north of Highway 94 South. The subject site is 0.848 acres and is within Ward 4. PUBLIC HEARING: Conditional Use 6. Case No. CU-2017-11. (Michael Saltzman) An application for a Conditional Use Permit from §400.240(C)(1)(a) specifically for Motor Vehicle Sales within the I-1 Light Industrial District located at 444 Little Hills Industrial Boulevard. The subject property is approximately 0.39 acres and is located within Ward 1. PUBLIC HEARING: Conditional Use 7. Case No. CU-2017-12. (MAKAK-4LLC – Mark Finnegan) An application for a Conditional Use Permit from §400.240(C)(1)(a) specifically for a Motor Vehicle Repair Service within the I-1 Light Industrial District located at 1779 Scherer Parkway. The subject property is approximately 1.4 acres in size and is located in Ward 3. PUBLIC HEARING: Conditional Use 8. Case No. CU-2017-13. (Arch Auto Sales LLC – Ibro Suljic) An application for a Conditional Use Permit from §400.220(C)(1)(k) specifically for a Used Motor Vehicle Sales facility within the C-2 General Business District located at 2525 West Clay Street. The subject property is approximately 1.81 acres in size and is located in Ward 2. THIS APPLICATION HAS BEEN WITHDRAWN PUBLIC HEARING: Conditional Use 9. Case No. CU-2017-14. (OASIS Food Pantry – Terry Rodewald) An application for a Conditional Use Permit from §400.230(C)(1)(a) for a Community Service Establishment within the C-3 Highway Business District located at 1812 Boone’s Lick Road. The subject property is 1.08 acres and is located in Ward 2. PUBLIC HEARING: Text Amendment 10. Case No. TA-2017-03. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.620 Setbacks Requirements Generally specifically adding regulations concerning firewood storage for personal use for a residence. PUBLIC HEARING: Rezoning 11. Case No. Z-2017-03. (BFA,inc. – Mark Herriman) An application to rezone an approximately 1.93 acre tract of land known as 10 Kunze Drive and 735 Hemsath Road upon annexation from St. Charles County R1E Single Family Residential District to City of St. Charles R-3A Multiple- Family Residential District. The properties will be located within Ward 4 upon annexation. PUBLIC HEARING: Rezoning 12. Case No. Z-2017-04. (City of St. Charles) An application to establish a Residential Parking Permit District (RPPD) overlay in the 300 block of Decatur Street and 700 block of 3rd Street. The proposed RPPD overlay applies to the properties on the southwest side of Decatur Street between 3rd Street and 4th Street and to the properties on the northwest side of 3rd Street between Decatur Street and Franklin Street. The subject properties are within Ward 1. DISCUSSION ITEM: 13. Proposed Text Amendment in the Accessory Structure (§400.530) section of the City of St. Charles Zoning Ordinance. Proposed Text Amendment in the Off Street Parking and Loading (Article V, Division 2) and I-1 Light Industrial District (§400.240) sections of the City of St. Charles Zoning Ordinance.
