Call to order and call the roll. 2. Approve the minutes of the May 22, 2017, Planning and Zoning Commission regular meeting. PUBLIC HEARING: Rezoning 3. Case No. Z-2017-03. (BFA,inc. – Mark Herriman) An application to rezone an approximately 1.93 acre tract of land known as 10 Kunze Drive and 735 Hemsath Road upon annexation from St. Charles County R1E Single Family Residential District to City of St. Charles R-3A Multiple- Family Residential District. The properties will be located within Ward 4 upon annexation. THIS APPLICATION HAS BEEN WITHDRAWN. PUBLIC HEARING: Rezoning 4. Case No. Z-2017-04. (City of St. Charles) An application to establish a Residential Parking Permit District (RPPD) overlay in the 300 block of Decatur Street and 700 block of 3rd Street. The proposed RPPD overlay applies to the properties on the southwest side of Decatur Street between 3rd Street and 4th Street and to the properties on the northwest side of 3rd Street between Decatur Street and Franklin Street. The subject properties are within Ward 1. PUBLIC HEARING: Conditional Use 5. Case No. CU-2017-15. (Lisa Mueller) An application for a Conditional Use Permit from §400.270(C)(1) for a Guest House use within the CBD Central Business District and within the EHP Extended Historic Preservation District overlay located at 331 Clark Street. The subject property is located in Ward 1. PUBLIC HEARING: Conditional Use 6. Case No. CU-2017-16. (Joe Wiedemeier-Wiedemeier Architects) An application for a Conditional Use Permit from §400.220(C)(1)(k) for a Motor Vehicle Sales use within the C-2 General Business District located at 2020 South Old Highway 94. An application for a Conditional Use Permit from §400.190(D)(1) for a telecommunication antenna within the HCD Historic Commercial District and the SMPD South Main Preservation District overlay located on the north side of 1st Capitol Drive within City right-of-way of said street, approximately 85 feet west of the intersection of South Main Street. The subject property is located in Ward 1. THE APPLICANT HAS REQUESTED THIS APPLICATION BE TABLED UNTIL AUGUST 28, 2017 PLANNING AND ZONING COMMISSION MEETING. PUBLIC HEARING: Conditional Use 9. Case No. CU-2017-18. (MONUT, LLC – Kira Manzo). An application for a Conditional Use Permit from §400.280(B)(2) for a telecommunication antenna within the CRD-II Central Residential District and the LMPD Landmarks Preservation District overlay located on the southwest corner of South 2nd Street and Boone’s Lick Road within City right-of-way of said streets. Case No. Z-2017-05. (Stephen Hollander – S.J. Hollander Architect) An application to rezone an approximately 7,125 square foot property known as 317 North Kingshighway from C-2 General Business District and within the EHP Extended Historic Preservation District overlay to R-3A Multiple-Family Residential District within the EHP Extended Historic Preservation District. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.110 Location and Number of Buildings on a Lot, §400.220 Historic Commercial District, §400.290 Frenchtown Historic Commercial District, and §400.530 Accessory Buildings specifically to establish standards for accessory structures within non- residential zoning districts. TEXT AMENDMENT 12. Case No. TA-2017-05. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.240 I-1 Light Industrial District and 400.710 Loading Design Standards specifically consolidating loading requirements for non-residential uses.
