Call to order and the roll. 2. Approve the minutes of the December 18th, 2017 Planning and Zoning Commission regular meeting. CONSENT AGENDA 3. Case No. SP-2017-36. (Clayton Engineering) An application for Site Plan approval for a new stadium entrance pavilion and concession stand, new locker room building, and seating area located at 2450 Zumbehl Road. The subject property is approximately 63.61 acres and is located in Ward 9. 4. Case No. SP-2018-01. (S.J. Hollander Architect) An application for Site Plan approval for a new concession stand located at 3901 Huster Road. The subject property is approximately 97.28 acres and is located in Ward 8. 5. Case No. SP-2018-02. (City of St. Charles Parks and Recreation Department) An application for Site Plan approval for parking lot improvements at 1875 Muegge Road. The subject property is approximately 55.46 acres and is located in Ward 5.  6. Case No. SP-2018-03. (Scott Whiteside) An application for Site Plan approval for amended architectural elevations at 941 Harmsted Court. The subject property is approximately 3 acres and is located in Ward 8. 7. Case No. SP-2017-35. (Bax Engineering) An application for Site Plan approval for a 24,960 square foot office-warehouse building at Lot 4 of Fountain Lakes Commerce Center Resubdivision of Lots 3, 4 and 7. The subject property is approximately 1.97 acres and is located in Ward 10. 8. Case No. SP-2017-37. (Regions Bank – John Early) An application for Site Plan approval for a 3,373 square foot retail bank building at Lot 4 of University Commons Plat 2. The subject property is approximately 1.23 acres and is located in Ward 2. PUBLIC HEARING: Rezoning 9. Case No. Z-2017-25. (Lombardo Homes of St. Louis, LLC) An application to rezone approximately 103.90 acres of land located north of West Clay Street approximately 500 feet east of its intersection with Point West Boulevard from St. Charles County R1E Single Family Residential District, R1E/FF Single Family Residential District within the Floodway Fringe District, and R1E/FF/FW Single-Family Residential District within the FW Floodway District and FF Floodway Fringe District to City of St. Charles R-1E Single Family Residential District upon annexation. The subject property will be located in Ward 6 upon annexation. This application also includes a rezoning of 21.24 acres from City of St. Charles I-1 Light Industrial District to City of St. Charles R-1E Single Family Residential District. The subject property is located in Ward 6. The proposed R-1E District for a total of 125.15 acres will set the maximum residential density for a subsequent rezoning request. (Lombardo Homes of St. Louis, LLC) An application to rezone approximately 125.15 acres of land located north of West Clay Street approximately 500 feet east of its intersection with Point West Boulevard from R-1E Single Family Residential District to PD-R Planned Development Residential District. In conjunction with the rezoning, a preliminary development plan and development agreement will be considered. The preliminary development plan proposes detached single-family residential lots, a pool house, and common open space. The subject property will be located in Ward 6 upon annexation. (David Berthold) An application to rezone approximately 0.52 acres of land located north of Barthel Avenue approximately 250 feet west of its intersection with North Third Street, known as 308 Barthel Avenue, from R-1E Single Family Residential District to C-2 General Business District. Case No. CU-2017-45.(David Berthold) An application for a Conditional Use Permit from §400.220(C)(1)(e) for a Motor Vehicle Service and Repair use within the C-2 General Business District located north of Barthel Avenue approximately 250 feet west of its intersection with North Third Street, known as 308 Barthel Avenue. The property is approximately 0.52 acres and is located within Ward 1. PUBLIC HEARING: Rezoning 13. Case No. Z-2018-01. (City of St. Charles) An application to rezone an approximately 3.5 acre tract of land (Parcel ID #5-0077-S013-00-0006.2) located on the northwest side of New Town Boulevard approximately 150 feet northeast of its intersection with Mueller Road upon annexation from St. Charles County A Agricultural District within the FF Floodway Fringe District to City of St. Charles I-2 Heavy Industrial District within the Wellhead Protection District. The property will be located within Ward 8 upon annexation. PUBLIC HEARING: Rezoning 14. Case No. Z-2018-02. (Mark Walsh) An application to rezone approximately 1.5 acres of land known as 1634 Muegge Road from St. Charles County R1E Single Family Residential District to City of St. Charles R-1C Single Family Residential District upon annexation. The subject property will be located in Ward 4 upon annexation. PUBLIC HEARING: Conditional Use 15. Case No. CU-2017-35. (Extenet Systems, Inc.) An application for a Conditional Use Permit from §400.190(D)(1)(f) for a telecommunication antenna within the O-I Office Institution District located within City right-of-way of Droste Road west of the intersection of Huntington Park. The subject property is located in Ward 10. PUBLIC HEARING: Text Amendment 16. Case No. TA-2017-10. (Kevin Kolasch) An application to amend Chapter 400 of the Code of Ordinances by amending §400.421Guest Houses, specifically to allow Guest House uses within the EHP Extended Historic Preservation District. PUBLIC HEARING: Text Amendment 17. Case No. TA-2018-03. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.550 Fences, specifically to amend standards for electric fences. PUBLIC HEARING: Text Amendment 18. Case No. TA-2018-01. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.620(E) pertaining to setback requirements relative to Firewood. PUBLIC HEARING: Text Amendment 19. Case No. TA-2018-02. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances by amending §400.430 Home Occupations, specifically to amend standards of home occupations.
