The regular meeting of the St. Charles Planning and Zoning Commission will be held on Monday,
September 24th, 2018, beginning at 6:30p.m. on the fourth floor of City Hall Chambers, 200 North
Second Street, St. Charles, Missouri.
1. Call to order and the roll.
2. Approve the minutes of the August 27th, 2018 Planning and Zoning Commission regular
meeting.
CONSENT AGENDA
3. Case No. SP-2018-22. (Casco + R|5) - An application for Site Plan approval for amended
architectural elevations and lighting improvements within the C-2 General Business District
located at 2893 Veterans Memorial Parkway. The subject property is 1.19 acres and is located in
Ward 6.
4. Case No. SP-2018-23. (Larry Walker) - An application for Site Plan approval for a parking lot
addition within the O-I Office Institution District located at 1025 Country Club Road. The
subject property is 4.57 acres and is located in Ward 6.
5. Case No. SP-2018-24. (Larry Walker) - An application for Site Plan approval for the addition of
mechanical equipment within the I-1 Light Industrial District located at 121 Point West
Boulevard. The subject property is 7.87 acres and is located in Ward 6.
6. Case No. SP-2018-25. (Steve Hollander) - An application for Site Plan approval for a new
restroom facility for the Waplhorst Park within the R-1C Single Family Residential District
located at 1879 Muegge Road. The subject property is 76 acres and is located in Ward 5.

PUBLIC HEARING: Rezoning
7. Case No. Z-2018-09. (Wayne J. Brinker) An application to rezone an approximately 7,500
square foot tract of land known as 708 First Capitol Drive from C-2 General Business District
within the EHP Extended Historic Preservation District overlay to CBD Central Business District
within the EHP Extended Historic Preservation District overlay. The property is located in Ward
1.
PUBLIC HEARING: Conditional Use
8. Case No. CU-2018-26. (Matt Ament – Black & Veatch) An application for a Conditional Use
Permit from §400.200(C)(1)(f) for a telecommunication antenna within the HCD Historic
Commercial District and within the SMPD South Main Preservation District located at 328
South Main Street. The subject property is located in Ward 2.
PUBLIC HEARING: Conditional Use
9. Case No. CU-2018-27. (Larry and Laura Muench) An application for the expansion of an
existing Conditional Use Permit from §400.200(C)(1)(g) to an adjacent area of right-of-way for a
meeting facility secondary to an existing primary retail use. The expansion includes
approximately 1,100 square feet of area approved via a right-of-way encroachment within the
HCD Historic Commercial District and within the SMPD South Main Preservation District
Overlay located at 700 South Main Street. The subject property including the expansion is
approximately 0.2 acres and is located in Ward 2.
TEXT AMENDMENT:
10. Proposed Text Amendments to Section 400 of the City of St. Charles Zoning Ordinance.
ADMINISTRATIVE:
11. Election of Chair, Vice-Chair and Secretary for remainder of 2018.

12. Proposed Text Amendments to Section 400.1050 of the City of St. Charles Zoning Ordinance
