The regular meeting of the St. Charles Planning and Zoning Commission will be held on Monday,
August 27th, 2018, beginning at 6:30p.m. on the fourth floor of City Hall Chambers, 200 North Second
Street, St. Charles, Missouri.
1. Call to order and the roll.
2. Approve the minutes of the July 23rd, 2018 Planning and Zoning Commission regular meeting.

3. Easement Vacation – Vacation of a utility easement on Lot One of Energy Marketing 1226, LLC
Consolidation Plat as recorded in Plat Book 49, Pages 287-288.
4. Case No. SP-2018-19. (Tim Light) - An application for Site Plan approval for parking and
landscaping improvements within the C-2 General Business District located at 308 Barthel
Avenue. The subject property is 0.52 acres and is located in Ward 1.
5. Case No. SP-2018-20. (Stephen Bates) - An application for Site Plan approval for a new multi-
tenant commercial building within the C-3 Highway Business District located at 1560 Veterans
Memorial Parkway. The subject property is 1.502 acres and is located in Ward 3.
6. Case No. SP-2018-21. (Bax Engineering – Cliff Heitmann) - An application for Site Plan
approval for a building addition and additional parking spaces within the I-2 Heavy Industrial
District located at 601 Fountain Lakes Boulevard. The subject property is 7.35 acres and is
located in Ward 9.

7. Case No. CU-2018-18. (Michael Brugnara) An application for a Conditional Use Permit from
§400.250(C)(4) for the expansion of an existing use within the I-2 Heavy Industrial District,
specifically to approve additional storage at 2600 North Highway 94. The subject property is
approximately 120.4 acres and is located in Ward 1.

8. Case No. SP-2018-18. (Michael Brugnara) An application for Site Plan approval for a new
accessory storage structure at 2600 North Highway 94. The subject property is approximately
120.4 acres and is located in Ward 1.

9. Case No. CU-2018-19. (Joe Markus – ExteNet Systems, Inc.) An application for a Conditional
Use Permit from §400.230(C)(1) for a telecommunication antenna within the C-3 Highway
Commercial District and located on the east side of Highway 94 South within right-of-way of
said street, approximately 100 feet southwest of the intersection of Country Club Plaza Drive and
Burning Tree Lane. The subject property is located in Ward 4.

10. Case No. CU-2018-20. (Joe Markus – ExteNet Systems, Inc.) An application for a Conditional
Use Permit from §400.150(D)(1)(n) for a telecommunication antenna within the R-1E Single-
Family Residential District located on the west side of Zumbehl Road within City right-of-way
of said street, approximately 60 feet south of the intersection of Zumbehl Road and Penbrooke
Lane. The subject property is located in Ward 10.

11. Case No. CU-2018-21. (Abigail Alvarez Fuentes) An application for a Conditional Use Permit
from §400.220(C)(1)(a) for an in vehicle sales and service (drive-thru) use within the C-2
General Business District located at 2531 West Clay Street. The subject property is
approximately 0.1774 acres in area and is located in Ward 2.

§400.220(C)(1)(j) for a motor vehicle sales use within the C-2 General Business District located
at 2406 South Highway 94 Outer Road. The subject property is approximately 4.24 acres in area
and is located in Ward 4.

§400.220(C)(1)(j) for a motor vehicle sales use within the C-2 General Business District located
at 6A Westbury Drive. The subject property is approximately 0.22 acres in area and is located in
Ward 9.

14. Case No. CU-2018-24. (Robert Schoerngerdt) An application for a Conditional Use Permit from
§400.240(C)(1)(a) for a microbrewery use within the I-1 Light Industrial District located at 745
Friedens Road. The subject property is approximately 1.2 acres in area and is located in Ward 3.

15. Case No. CU-2018-25. (Jacque Edwards) An application for a Conditional Use Permit from
§400.150(D)(1)(p) for a guest house within the R-1E Single Family Residential District and
within the FPD Frenchtown Preservation District overlay, located at 709 North 3rd Street. The
subject property is approximately 5,850 square feet in area and is located in Ward 1.
PLANNED DISTRICT ORDINANCE AMENDMENT: Charlestowne Place
16. Request for an Ordinance Amendment to Ord. #17-223 to remove a condition of approval
concerning a ten (10) foot shared use path. This amendment concerns the Charlestowne Place
development located north of the intersection of Island Harbor Drive and Boschertown Road and
is located within Ward 8.

17. Proposed Text Amendments to Section 400 of the City of St. Charles Zoning Ordinance.
