The regular meeting of the St. Charles Planning and Zoning Commission will be held on Monday,
April 22nd, 2019, beginning at 6:30p.m. on the fourth floor of City Hall Chambers, 200 North Second
Street, St. Charles, Missouri.
1. Call to order and the roll.
2. Approve the minutes of the March 25th, 2019 Planning and Zoning Commission regular meeting.
CONSENT AGENDA
3. Case No SP-2019-14. (Steve Quigley – Clayton Engineering) A Site Plan application for a
building and parking addition for the St. Charles School District within the A Agricultural
District located at 435 Yale Boulevard. The property is approximately 14.18 acres and is located
within Ward 10.
4. Case No SP-2019-15. (Steve Quigley – Clayton Engineering) A Site Plan application for a
building addition for the St. Charles School District within the O-I Office Institutional District
located at 3601 Droste Road. The property is approximately 24 acres and is located within Ward
10.
5. Case No SP-2019-17. (Jerome Logan- DERU and Associates LLC) A Site Plan application for
amended architectural elevations within the C-2 General Business District located at 740 South
Duchesne Road. The property is approximately 1.03 acres and is located within Ward 9.
6. Case No SP-2019-18. (Joe Butler) A Site Plan application for the addition of a rooftop solar
array within the C-2 General Business District located at 1101 First Capitol Drive. The property
is approximately 1.99 acres and is located within Ward 2.
7. Case No SP-2019-19. (Lehman Conley) A Site Plan application for the addition of an outdoor
patio cover within the C-2 General Business District located at 2556 Raymond Drive. The
property is approximately 0.74 acres and is located within Ward 9.
8. Case No RESUB-2019-05. (Cliff Heitmann – Bax Engineering) A Preliminary Plat application
within the I-2/WHP Heavy Industrial District and within the WHP Wellhead Protection District
known as Lot 17 of Fountain Lakes Commerce Center. The property is approximately 8.89 acres
and is located within Ward 8.
9. Case No SP-2019-16. (Cliff Heitmann – Bax Engineering) A Site Plan application for new
office/warehouse building within the I-2/WHP Heavy Industrial District and within the WHP
Wellhead Protection District located on proposed lot 17A of the Resubdivision of Lot 17 of
Fountain Lakes Commerce Center Plat 3. The property is approximately 3.17 acres and is located
within Ward 8.
10. Easement Vacation – Vacation of Utility Easements within the vacated portion of Old Friedens
Road as recorded in Plat Book 2 Page 6, Book 18 Page 320, Book 43 Page 322 and Book 1329
Page 1773, and Conveyance of Right-of-Way Book 1 Page 87, and Book 2 Pages 359, 361, and
363The easements are located within Ward 3.

11. Case No. CU-2018-31. (John Muller) An application for a Conditional Use Permit from
§400.220(C)(1)(a) for an In-Vehicle Sales and Service (ATM) use within the C-2 General
Business District, located at 1360 South 5th Street. The subject property is approximately 2.37
acres and is located in Ward 2.

12. Case No. SP-2018-27. (John Muller) An application for Site Plan approval for an ATM located
at located at 1360 South 5th Street. The subject property is approximately 2.37 acres and is
located in Ward 2.

PUBLIC HEARING: Rezoning
13. Case No. Z-2019-07. (Gordon W. and Shirley W. Cherry) An application to rezone upon
annexation an approximately 1.04 acre tract of land, known as 900 Hemsath Road, from St.
Charles County R1E Single-Family Residential District to City of St. Charles R-1E Single-
Family Residential District. The property will be located in Ward 4 upon annexation.
PUBLIC HEARING: Text Amendment:
14. Case No. TA-2019- 02. (St. Charles Memorial Gardens) An application to amend Chapter 400 of
the Code of Ordinances by amending §400.240 “I-1 Light industrial District”, specifically to
allow cemetery uses as a conditional use within the district.

PUBLIC HEARING: Text Amendment:
15. Case No. TA-2019-03. (City of St. Charles) An application to amend Chapter 400 of the Code of
Ordinances by amending §400.050 “Definitions” and §400.230 “C-3 Highway Business District”
specifically relating to Medical Marijuana Facilities. This amendment would permit Medical
Marijuana Facilities within §400.240 I-1 Light Industrial District and §400.250 I-2 Heavy
Industrial Districts.
