The regular meeting of the St. Charles Planning and Zoning Commission will be held on Monday,
September 23rd, 2019, beginning at 6:30 p.m. on the fourth floor of City Hall Chambers, 200 North
Second Street, St. Charles, Missouri.
1. Call to order and the roll.
2. Approve the minutes of the August 26th, 2019 Planning and Zoning Commission regular meeting.
CONSENT AGENDA
3. Case No. SP-2019-28. (Bax Engineering – Larry Walker) A Site Plan for a 7,200 square foot multi-
tenant commercial building at 1560 Veterans Memorial Parkway. The property is zoned C-3
Highway Business District, is approximately 1.502 acres in area, and is located within Ward 3
4. Case No. RESUB-2019-08. (Tiffany Fruend) A Preliminary Plat application within the R-1E
Single Family Residential District involving a lot known as 581 Barthel Avenue (part of Lots 1
and 2 of Block 9 of the Roosevelt Addition). The properties are approximately 0.68 acres and are
located within Ward 1.
5. Easement Vacation – Vacation of Utility Easements located upon a 6.85 acre tract of land known
as Parcel ID #6-010A-C120-00-0003.0 as recorded in Plat Book 47 Page 357. The easement is
located within Ward 9.
6. Easement Vacation – Vacation of various Utility and Cross Access Easements located adjacent to
Millstone Parkway and Millstone Corporate Drive as recorded in Plat Book 48 Page 217-218 &
Plat Book 50 Pages 73-74. The easements are located within Ward 8.

7. Case No. CU-2019-21. (Caryn A. and Eugene M. Watson) An application for a Conditional Use
Permit from §400.220(C)(1)(a) for a guest house use within the C-2 General Business District and
within the EHP Extended Historic Preservation District overlay located at 2009 North 3rd Street.
The subject property is approximately 5,600 square feet in area and is located in Ward 1.

8. Case No. CU-2019-22. (Pheasant Run LLC – Doug Muensterman) An application for a
Conditional Use Permit from §400.280(B)(2) for a guest house within the CRD-II Central
Residential District and within the EHP Extended Historic Preservation District located at 420
South 2nd Street. The subject property is 7,200 square feet in size and is located in Ward 2.

9. Case No. CU-2019-23. (George Ilse) An application for a Conditional Use Permit from
§400.150(D)(1)(l) for a bed and breakfast use within the R-1E Single-family Residential District
and within the CPD Commons Preservation District overlay located at 602 North 6th Street. The
subject property is approximately 10,220 square feet in area and is located in Ward 1.

10. Case No. SP-2019-29. (Clayton Engineering – Steve Quigley) A Site Plan for parking area
modifications at 2660 Zumbehl Road (Jefferson Intermediate School). The property is zoned O-I
Office Institution District, is approximately 63.61 acres in area, and is located within Ward 9.
PUBLIC HEARING: Text Amendment:
11. Case No. TA-2019-09. (City of St. Charles) An application to amend Chapter 400 of the Code of
Ordinances by specifically amending §400.550 Fences. This amendment would revise regulations
for fences within historic districts to allow administrative review in lieu of Landmarks Board
review in specific circumstances.
