The regular meeting of the St. Charles Planning and Zoning Commission will be held on Monday, February 24th,
2020, beginning at 6:30 p.m. on the fourth floor of City Hall Chambers, 200 North Second Street, St. Charles,
Missouri.
1. Call to order and the roll.
2. Approve the minutes of the January 27th, 2020 Planning and Zoning Commission regular meeting.
CONSENT AGENDA
3. Case No. SP-2020-01. (McCON Building Corporation) A site plan application for exterior elevation
improvements for Culver’s located at 2750 Muegge Road. The property is zoned C-3 Highway Business
District, is approximately 1.234 acres in area, and is located within Ward 6.

PUBLIC HEARING: Rezoning
4. Case No. Z-2020-03. (Old Franklin School LLC – Thomas Douglas) An application to rezone
approximately 33,229 square foot tract of land known as 716 North 3rd Street, from R-1E/FPD Single-
Family Residential District within the Frenchtown Preservation District to R-3A/FPD Multi-Family
Residential District within the Frenchtown Preservation District. The property is located in Ward 1.

5. Case No. Z-2020-04. (Premier Design Group – Rich Musler) An application to rezone seventeen (17)
parcels located on the following public streets; Karen Street, Anneric Street, Patma Street, Charbo Street,
Lindenwood Lane and Droste Road under the ownership of Lindenwood University to O-I Office Institution
District from R-1E Single-Family Residential and R-2 Two-Family Residential District. These properties
are generally located east of the intersection of Droste Road and Raymond Drive and within Ward 9.

6. Case No. SP-2020-04. (Premier Design Group – Rich Musler) A site plan application for a 36 units student
housing structures within the O-I Office Intuitional District located east of the intersection of Karen Street
and Patma Street. The subject property is located in Ward 9.

7. Case No. CU-2020-01. (Z&H Foods, Inc. – James Beau Sisson) An application for a Conditional Use
Permit from §400.220(C)(1)(a) for an In-Vehicle Sales and Service (drive-through facility) use within the
C-2 General Business District located at 1041 Regency Parkway. The subject property is located in Ward
6.

8. Case No. SP-2020-03. (Z&H Foods, Inc. – James Beau Sisson) A site plan application for a new restaurant
with drive thru within the C-2 General Business District located at 1041 Regency Parkway. The subject
property is located in Ward 6.

9. Case No. CU-2020-02. (Adam Powers) An application for a Conditional Use Permit from §400.290(B)(37)
for a Lawnmower Retail Sales use only within the FHCD/FPD Frenchtown Historic Commercial District
and within the Frenchtown Preservation District overlay located at 1520 North 2nd Street. The subject
property is located in Ward 1.

10. Case No. SP-2020-02. (Leonard A. Weber) A site plan application for exterior elevation improvements for
Huck’s located at 1020 Country Club Road. The property is zoned C-2 General Business District, is
approximately 0.92 acre in area, and is located within Ward 6.

11. Case No. SUB-2020-02. (City of St. Charles) An application to subdivide a single 3.447 acre lot located at
400 North Drive into 2 lots. The property is zoned I-1 Light Industrial District and is located within Ward
1.
PUBLIC HEARING: Text Amendment
12. Case No. TA-2020-01. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances
by amending §400.1830 “Sign Restrictions for ‘SMPD’, HDD’, ‘FHD’, ‘LMPD’ and ‘EHP’ Superimposed
Districts, specifically modifying the restrictions regarding Portable Signs within the SMPD South Main
Preservation District and Neon Signs within the FPD Frenchtown Preservation District.
PUBLIC HEARING: Text Amendment
13. Case No. TA-2020-02. (City of St. Charles) An application to amend Chapter 400 of the Code of Ordinances
by amending §400.050 Definitions, and the creation of a new section §400.475 Solar Energy Systems,
specifically adopting standards for the placement of solar panels.

14. Discussion on the regulation of integrated residential Shop-Homes (Shomes).
