Town of St. Joseph - St. Croix County, WI Minutes of the Town Board Working Session St. Joseph Town Hall Wednesday, October 25, 2023 Call to Order by Chair Theresa Johnson at 6:00 pm Statement of Public Notice read by Clerk Roll Call: Chair Theresa Johnson, Laurie DeRosier, Chris Marshall, Matt Moore, Engineer Lee Mann, Engineer Bruce Paulson; Not Present: Justin Kruse Adoption of Agenda: MOTION to adopt the agenda as presented (Marshall/Moore). Motion carried. Pledge of Allegiance recited Justin Kruse was present online at 6:02 pm Working session: Discussion and possible action on Interchange study: Phil Carlson presented the Interchange Planning Study. Discussion followed regarding access points and property recently sold. Lee Mann stated he would contact the Department of Transportation to learn the necessary process for planning. Discussed having Stantec provide a scope which includes the analysis of the map to layout a draft plan from 125th to E (the east side of Highway 35), discussions with the DOT regarding the process, and public engagement. Justin Kruse present at 6:26 pm Discussion and possible action on plans, specifications, timelines, financing for new town hall building: Bruce Paulson presented the potential plans. Discussed changes desired, current needs, flow of traffic for elections, location of bathrooms and plumbing, and office space needs. MOTION to set another work session for November 30th at 6:00 pm (Johnson/Moore). Motion carried. Approval of final budget for 2024 with corrections: Discussed changes to the Municipal Levy Limit Worksheet. Discussed the changes to the budget, levy total, license and permits total interest on investments-Ehlers, and Public Works bid outs work. Discussed Town of St. Joseph Fire Department current rating at 5 and affect to insurance. MOTION to approve the 2023 Municipal Levy Limit Worksheet (Marshall/Kruse). Motion carried. MOTION to approve the Town of St. Joseph 2024 Budget (Marshall/Kruse). Motion carried. Approval of plumbing repair for Fire Hall: Zac does not have anything to approve at this meeting.
