Town of St. Joseph - St. Croix County, WI Minutes of the Town Board Working Session and Board Meeting St. Joseph Town Hall Thursday, December 28, 2023 Call to Order by Chair Johnson at 6:00 pm Statement of Public Notice read by Clerk Roll Call: Chair Theresa Johnson, Laurie DeRosier, Chris Marshall, Matt Moore, Engineer Bruce Paulson. Not present: Justin Kruse Adoption of Agenda: MOTION to adopt the agenda as presented for December 28th (Marshall/Moore). Motion carried Pledge of Allegiance recited Justin Kruse present at 6:03 pm 1. Finalize building plans, discuss specifications, timelines, costs and other details: Discussed revised entryway, status of specifications (siding, rock, IT costs, etc.): MOTION to approve the building floor plan as presented with the change of putting some rock around the front door and wainscotting, but removing it from the other three sides of the building (Johnson/Marshall). Roll Call: Jusin Kruse-Aye, Matt Moore-Aye, Theresa Johnson-Aye, Chris Marshall-Aye, Laurie DeRosier-Nay. Motion carried. Discussed steel siding, seamless, rock at the entryway. MOTION that we side this building in steel siding without seams and that we will have horizontal around the building and vertical at the peaks (Johnson/Marshall). Motion carried. Discussed gutters and downspouts. Justin discussed the potential IT needs for the new building. Also discussed the meeting with Bruce Paulson and Tim Whiteside. a. Shel Shobeck, resident, asked how this building came about and felt she wasn’t informed. 2. Bruce will come to a Board meeting on January 18th at 6:00 pm. Board Meeting 1. Amend the 2023 budget- Resolution 2023 – 06 with line-item transfers: MOTION to approve Resolution 2023-06 Line-Item Transfers with making the changes as noted (Johnson/Moore). Roll Call: Matt Moore-Aye, Chris Marshall-Aye, Justin Kruse-Aye, Laurie DeRosier-Aye, Theresa Johnson-Aye. Motion carried. 2. Approve year end checks: MOTION to approve Check Nos. 24626 through 24640 including the payroll liabilities (Johnson/Kruse). Motion carried. Adjournment: MOTION to adjourn at 7:45 pm (Moore/Kruse).
