STATEMENT OF PUBLIC NOTICE:

APPROVAL OF PRIOR MEETING MINUTES: October 18 and November 29 meetings approved. L. DeRosier
1st, M. Vanasse 2nd. November 15, 2023 minutes tabled to February agenda.

PUBLIC COMMENT:
1. Committee Meeting updates: Jay Kimball praised the Fire Department at the Town Hall Meeting for
their quick reaction time to a fire near his home. P. Tuma reported that citizens at the Town Hall
Meeting had the following concerns at the Preserve.
1. Damage to fences and signs on the borders of their property.
2. Brush and trees entangled in the fence.
3. Cost and responsibility of fence replacement. (50/50 Town and homeowner)
4. Trespassing of hunters and hikers on private land.
5. Lost hunters, lost walkers.
6. Hunters and walkers not wearing orange during hunting season.
7. Trail very close to fence on west side of Preserve.
8. Use of high powered guns in a small area.
2. Ball Field Updates: Tabled to the March agenda.
3. Review Budget: Budget projections for playground have come in under budget. 100’s of hours of
volunteer work helped the budget bottom line. Impact fees used for slide.
BUSINESS:
1. Volunteer Opportunities: Nothing this month. Move to re-agenda in February.
2. Discuss Outdoor Recreation Plan final approval: The Town Board agreed to pay Stantec $1500
max to update plan with minor changes. Town Board has the plan. Next step is to hold and open
meeting to review the plan with the public.
3. Review and Discussion of ToSJ park properties, site inspections:
a. Town Hall Park and Preservation Area: Spring plans will include grading area, putting down
mats and completing plantings. Mats are being stored at the Lindstrom’s. Discussed that
approximately $2000 is needed to buy plants for hill and playground landscaping. Further
information and discussion at March Meeting.
b. Nature Preserve: Discussion of signs needed at the entrance to the Preserve. For safety and
general citizen information 2 signs should be placed on Valley View Road. Signs should read:
Town of St. Joseph Nature Preserve. The Preserve does not qualify as a hidden driveway. The
road is curved and hilly making it dangerous when cars or trucks stop quickly. Committee will be
keeping in touch with other Preserve Partners and Preserve neighbors.
c. Perch Lake Launch Area and Parking Lot: The town clerk has notified Adam Meade
(adam.meade@sccwi.gov) at the county. He will install boat washing station in the spring.
d. Thelen Cemetery: Clean up activities will be held in the spring. Walkways at cemetery will need
crushed stone.
e. Hwy 35 Rest Area: Table until Spring.
f. Bike/ Pedestrian Trails and Facilities: Motion made that the latest map should remove section
8a in the comprehensive plan. Motion to approve the current Stantec map from January 17,
2024, to be included in the Outdoor Recreation Comprehensive Plan. M Vanasse 1 st, N.
