Minutes of the Town Board Working Session and Board Meeting
St. Joseph Town Hall
Thursday, March 28, 2024
Call to Order by Chair Johnson at 6:00 pm
Statement of Public Notice read by Clerk
Roll Call: Chair Theresa Johnson, Matt Moore, Laurie DeRosier, Fire Chief Zac Spates, Engineer
Bruce Paulson. Online: Justin Kruse, Lee Mann. Not present: Chris Marshall
Adoption of Agenda: MOTION to adopt the agenda (Moore/Kruse). Motion carried.

1. Discussion and decision on sprinkler system and bid process: Bruce Paulson discussed the need
for sprinkler system, due to the State of Wisconsin regulations. Zac Spates stated how he
discovered the sprinkler system was needed and the discussions that followed. Recalculated the
new building to accommodate 453 people. Discussed the alternate options:
a. drilling a well that will provide sufficient water and pressure and will not need a fire pump or
reservoir.
b. an 8,000 gallon tank with a submersible fire pump and that would require a small building
over the tank, would have to be 50 feet away from the building.
c. drill from the existing well to the new building.
Bruce had contacted all 11 bidders and they are all good with delaying the bid due date for two weeks,
all 11 bidders stated it would have no impact on their bid submittal. Lee Mann suggested the 300 gpm
well, with no holding tank, would be best option. The budget still contains the cost of the sprinklers.
Bids opening would be on April 25th, bids would be reviewed on May 2nd.
Bruce stated it would be in the Town’s best interest to bid the well separately, as we will get the best
price. The Town Board agreed. Discussed the fire hookup for the Fire Department on the new
building.
MOTION that the Board will approve Stantec going forward with a sprinkler system with a new 300
gpm well and that we will bid the well separately and we will extend the bid completion to April 25 th and
will award the bid on May 2nd at 2:00pm (Johnson/Marshall). Discussion followed. Motion carried.
Clerk will cancel the prior bid opening date of April 4th.
