MINUTES of the JOINT MEETING of the PLAN COMMISSION and TOWN BOARD Wednesday, December 4, 2024 St. Joseph Town Hall / Online CALL TO ORDER by Chris Matter at 6:30 pm STATEMENT OF PUBLIC NOTICE read by Chris Matter ROLL CALL: Chris Matter, Joanne Kocik, Rick Caruso, Craig Sykora, Dave L’Allier, Justin Kruse, Theresa Johnson. Not Present: Anton Rang, Erik Lorenz, Carol Loncar PLEDGE OF ALLEGIANCE recited ADOPTION OF AGENDA: MOTION to adopt the agenda (Caruso/Kocik). Motion carried. APPROVAL OF PRIOR MEETING MINUTES: MOTION to approve the Minutes from November 6, 2024 for the Plan Commission (Johnson/Caruso). Motion carried. PUBLIC COMMENTS: None ITEMS FOR DISCUSSION and/or ACTIONS BY COMMISSION 1. Final Plat for major subdivision, Oaks of St. Croix — 360 144th Avenue, 030-1040-80-200: Steve Vader was present to discuss the final plat. Discussed the road pavement status and payment status. MOTION to approve the final plat as presented for The Oaks of St. Croix at 360 144th Avenue (Kruse/Sykora). This will be recommended to the Board. Motion carried. 2. Preliminary Plat for major subdivision, St. Croix Crossing – West of Hwy 35, 030-264-70-101, 030- 2064-60-101, 030-2064-50-000: Louie Filkins was present to discuss the preliminary plat and the changes made. Lee Mann discussed the updated plat and that items on the list have been addressed except for the trail and how it will be dealt with between the Town and the County. Louie Filkins discussed the potential trail in conjunction with the plat. Lee Mann stated their recommendation for approval. Discussed the cul-de-sac vs the t-turn. MOTION to recommend to the Board the preliminary plat for the major subdivision, St. Croix Crossing, West of Hwy 35, 030-264-70-101, 030-2064-60-101, 030-2064-50-000 and also to include in that recommendation that the Board consider all of the recommendations brought forward for this preliminary plat on the staff report from Stantec, Amanda Schaefer and Lee Mann. Also, if there is further discussion around the bike trail, and the easements with the County and the Town, that further discussions move along so we can have resolution by the time this final plat comes forward. Also address the issue that the Board consider the issue on the bypass for the right-turn lane going into this development that this is conditional upon that being reviewed and approved (Matter/Kruse). Motion carried. 3. Ordinance reviews in progress.  Chapter 6, citations: Reviewed the changes to this ordinance, including the updated fee chart. This ordinance will be reviewed further and brought back to the next meeting.  Chapter 64, animals: Reviewed the changes to this ordinance and discussed additional changes to terminology. MOTION to forward to the Town Board recommending the changes to Chapter 64 Animals with acknowledging the two changes to be reviewed by the Town Attorney under vicious animal definition striking “due to its intrinsic characteristics”, and also under vicious animal A in the first sentence “Town Board by recommendation of animal control officer and/or County sheriff” for the Town Attorney to review that (Matter/Caruso). Motion carried.  Chapter 123, lakes & waterways: Chris Matter discussed the proposed changes to this ordinance. MOTION to approve the changes to Chapter 123 Lakes and Waterways to recommend to the Town Board for approval (Caruso/Kocik). Motion carried. 4. Standing items. 4a. Review of budget; updates from county; update on complaints: Discussed the budget numbers. There are no updates from the County. There are no updates on complaints. 5.
