MINUTES of the JOINT MEETING of the PLAN COMMISSION and TOWN BOARD Wednesday, February 5, 2025 St. Joseph Town Hall / Online CALL TO ORDER by Chair Anton Rang at 6:30 pm STATEMENT OF PUBLIC NOTICE read by Chair Rang ROLL CALL: Chair Anton Rang, Carol Loncar, Chris Matter, Rick Caruso, Dave Lallier, Erik Lorenz PLEDGE OF ALLEGIANCE recited ADOPTION OF AGENDA: MOTION to adopt the agenda (Loncar/Lorenz). Motion carried. APPROVAL OF PRIOR MEETING MINUTES: MOTION to approve the Minutes of the January 8th meeting with the change under No. 2 to add “Carol Loncar asked what this dwelling would be used for ‘after the primary residence is constructed.’” PUBLIC COMMENTS: None ITEMS FOR DISCUSSION and/or ACTIONS BY COMMISSION 1. Ordinance reviews. 1a. Chapter 8, confidentiality: Carol Loncar discussed the potential changes to the ordinance. Discussion followed. MOTION to approve with the suggested changes for Chapter 8 Confidentiality as it will be fixed (Loncar/Lorenz). Motion carried. Clerk will forward to attorney for review. 1b. Chapter 9, constable: Anton discussed repealing this ordinance as we do not have a town constable, and the word constable has been removed from all ordinances. MOTION that the Town repeal Chapter 9 Constable (Rang/Caruso). Motion carried. 1c. Chapter 39, board of review: Anton discussed the potential changes to Chapter 39 Board of Review. MOTION to recommend to the Town Board approval of the Chapter 39 Board of Review changes plus the addition of the severability clause (Rang/Kruse). Motion carried. 1d. Discussion of possible future ordinance reviews: Cable Franchise Ordinance can be repealed, Gas Franchise Ordinance can be repealed. WI League of Municipalities stated towns should be reviewing their sign ordinances. 2. Standing items: Review of budget; updates from county; update on complaints. Nothing new to report at this time. RECOMMENDATIONS TO TOWN BOARD: Chapter 8 Confidentiality, Chapter 39 Board of Review ITEMS FOR NEXT AGENDA: Sign ordinance, Gas and Cable ordinances ITEMS FOR TOWN BOARD AGENDA: None ADJOURNMENT: MOTION to adjourn at 7:00 pm (Lorenz/Loncar).
