MINUTES of the JOINT MEETING of the PLAN COMMISSION and TOWN BOARD Wednesday, March 5, 2025 St. Joseph Town Hall / Online CALL TO ORDER by Chair Anton Rang at 6:34 pm STATEMENT OF PUBLIC NOTICE read by Chair Rang ROLL CALL: Chair Anton Rang, Chris Matter, Erik Lorenz, Rick Caruso, Craig Sykora; Online: Justin Kruse, Carol Loncar. Not Present: Dave Lallier, Joanne Kocik PLEDGE OF ALLEGIANCE recited ADOPTION OF AGENDA: MOTION to adopt the agenda (Lorenz/Sykora). Motion carried. APPROVAL OF PRIOR MEETING MINUTES: February Minutes will be approved at the April meeting. PUBLIC COMMENTS: Anton stated that the Confidentiality Ordinance needs further review and will be on the next agenda. ITEMS FOR DISCUSSION and/or ACTIONS BY COMMISSION 1. Ordinance reviews. 1a. Chapter 156, signs — review based on Reed vs. Town of Gilbert case: Anton discussed the Reed case; problematic definitions; and prohibitions. Need to figure out the goal for this ordinance and move forward. The Plan Commission would like to maintain the rural feel of the Town. Anton will prepare a draft revision for next month. 2. Standing items: Review of budget; updates from county; update on complaints: No new complaints, no new updates from County. Reviewed budget. RECOMMENDATIONS TO TOWN BOARD: None ITEMS FOR NEXT AGENDA: Sign ordinance; confidentiality ordinance ITEMS FOR TOWN BOARD AGENDA; None ADJOURNMENT: MOTION to adjourn at 7:07 pm (Lorenz/Loncar).
