April 8, 2026
I. 5:00pm – CALL TO ORDER FOR A WORKING SESSION – PLEDGE OF ALLEGIENCE
Commissioner Hudson, President, called to order a Working Session for the Commissioners of St.
Michaels at 5:00pm in St. Michaels, Maryland and the Pledge of Allegiance was recited. Present at the
meeting were Commissioners Jay Hudson, Kat Whittington, Al Mercier, Alexis Roiter and David
Wojciechowski. Other representatives included Town Manager – Don Richardson, Town Clerk – Kristen
Payne, Town Planner – Steve Ball and Police Chief – Jeff Oswald. Approximately 20 members of the
public were present.
II. ANNOUNCEMENT OF CLOSED SESSION
The Commissioners will vote to go into Closed Session following this open session on this 8th day of
April 2026 under the General Provisions Art. Sub-Section 3-305 (b): -3- To consider the acquisition of
real property for a public purpose and matters directly related thereto.
III. ANNOUNCEMENTS FROM THE COMMISSION
Commissioner Wojciechowski recommended that the commission consider not increasing the tax rate for
FY2027, noting that recent increases in property assessments are expected to generate additional town
revenue.

V. ANNOUNCEMENTS FROM TOWN MANAGER & STAFF
a. Election Clerk Appointments – Commissioner Whittington made a motion to approve Andrea
Roberson, Julie Campbell, Leigh Farms and Scott Jackson as the Election Clerks to serve during the
2026 Commissioners Election, seconded by Commissioner Roiter. Passed by roll call vote, 5-0 in
favor.
b. Board Appointments – Commissioner Mercier made a motion to approve Marianne Eby to the Board
of Zoning Appeals, seconded by Commissioner Wojciechoski. Passed by roll call vote, 5-0 in favor.
Commissioner Roiter made a motion to approve James Fulton as an alternate for the Historic District
Commission, seconded by Commissioner Whittington. Passed by roll call vote, 5-0 in favor.
c. Notice of Interest – Building Resilient Infrastructure and Communities (BRIC) and Hazard Mitigation
Assistance (HMA) Grant Application – Town Planner Steve Ball provided an informational summary
to the Commissioners on the Notice of Interest for Building Resilient Infrastructure and Communities
(BRIC) and Hazard Mitigation Assistance (HMA) Grant Application.
d. St. Michaels Tourism Advisory Board – Update – Brian Ball, Chair of the St. Michaels Tourism
Advisory Board, provided a presentation on the Board’s work over the past several months.
VI. CONSENT AGENDA FOR MEETING MINUTES & EVENTS
a. 3.25.2026 - Meeting Minutes – Commissioner Whittington made a motion to approve 3.25.2026
Meeting Minutes, seconded by Commissioner Wojciechowski. Passed by roll call vote, 5-0 in favor.
b. Event Permit – Classic Motor Museum – Memorial Day Parade – Commissioner Hudson made a
motion to approve Event Permit for Classic Motor Museum’s Memorial Day Parade, seconded by
Commissioner Wojciechowski. Passed by roll call vote, 5-0 in favor.
c. Event Permit – St. Michaels Community Center – Concerts in the Park – Commissioner
Wojciechowski made a motion to approve Event Permit for St. Michaels Community Center’s
Concert in the Park series, seconded by Commissioner Whittington. Passed by roll call vote, 5-0 in
favor.
d. Department Reports – Commissioner Whittington made a motion to approve Department Reports,
seconded by Commissioner Mercier. Passed by roll call vote, 5-0 in favor.
VII. INTRODUCTION FOR ORDINANCE
a. Introduction - Ordinance No. 575 – Budget FY2027 – AN ORDINANCE OF THE
COMMISSIONERS OF ST. MICHAELS TO ADOPT THE BUDGET, SET THE TAX RATE
AND TRANSFER FUNDS FOR FISCAL YEAR 2027 – Commissioners directed staff to proceed
with scheduling a public hearing for Ordinance No. 575 – Budget FY2027 on April 22, 2026, and to
advertise accordingly.

XI. CLOSED SESSION STATEMENT
The Commissioners will now vote to go into Closed Session. This meeting will be closed under
General Provisions Art. Sub-Section 3-305(b) -3- To consider the acquisition of real property for a public
purpose and matters directly related thereto. – Commissioner Roiter made a motion to close open session
and go into Closed Session, seconded by Commissioner Whittington. Passed by roll call vote, 5-0 in
favor.
XII. ADJOURNMENT
Public Participation: All comments from the public will be taken during the period set aside for
"Comments from the Public." The "Comments from the Public" portion of the Commission agenda
shall have a limited time period as determined by the Commissioners, and shall be at the
beginning and at the end of each agenda. To be recognized, a member of the public should raise
his or her hand and wait to be recognized by the President. Comments and questions should be
kept brief and to the point, and be directed to the President.
