BEAUTIFICATION COMMITTEE MEETING MINUTES

1. Call to Order and Roll Call
Ryan called the meeting to order at 6:36 PM.
PRESENT: Lori Billaud, Staff Liaison Ryan Field, Sina Floyd, Robin Garcia, Council Member Jennifer
Salmonsen, Sue Speer
ABSENT: Jill Rogers (excused)
2. Review of Handbook / Brief Overview of City Government
Ryan provided a copy of the committee handbook to each committee member and reviewed
key provisions. He suggested adding a review of the handbook to the agenda every six
months.
3. Election of Officers – ACTION ITEM
The committee handbook calls for elections to normally be held in October with one-year terms
running from October to September. Since the remaining time in the fiscal year is short, the
committee decided to set the initial officer terms to run from February 2026 to September
2027. Lori nominated Sue for chair and Robin seconded the motion. Sue nominated Lori for
Vice Chair, Sina for Secretary, and Robin for Treasurer, and Lori seconded the motion. Both
motions passed.
4. Future Schedule Review
The committee will hold its regularly scheduled meetings the third Monday evening of every
month, as adjusted for any government holidays. The committee discussed dates for future
events and tentatively scheduled the following events:
4/25/2026 - Make Star Shine Spring trash pick-up on Highway 44 and New Hope
7/5/2026 – Trash pick-up on Highway 44 only following the Hometown parade on 7/4/2026
11/14/2026 - Make Star Shine Fall (leaf raking for seniors and trash pick-up on Highway 44
and New Hope)

5. Budget Update/Review
The initial budget for fiscal year ended 9/30/2026 was $2,000. Ryan provided a current budget
report which shows no funds were spent and $2,000 is still available. Although the committee
held its first meeting tonight, the Light Up Star holiday lighting contest occurred in December,
and these expenses are usually charged to the committee’s budget. Jennifer will research how
much the City spent on this project.
Ryan said the Mayor requested the committee’s fiscal year ended 9/30/2027 budget by
3/15/2026. City Council budget workshops are anticipated in April and May.
6. Project Status Update
a. City Hall Art Exhibit
Steve Rosen’s art is currently on display at City Hall and will be up until approximately the
end of May. The committee will be soliciting additional applications and will need to vote on
the next artist at a future meeting this spring.
b. Traffic Box Art Program
Several new traffic boxes have been added to Star since the last ones were wrapped with
art, and Ryan said he would inventory the number of traffic boxes available so the
committee could determine which ones to request permission from ACHD to wrap. Sue
mentioned the last art contest yielded a large number of applications that the committee
could use for future boxes if they wished, or we could decide to re-run a new art contest.
c. Make Star Shine Spring Cleanup
Lori mentioned the Star Lions would really appreciate help with their Adopt a Highway
program and proposed having an event on one day that included the Lions’ section of
Highway 44 and the committee’s two roadside sections on Highway 44 and New Hope.
d. Make Star Shine Fall Cleanup
Make Star Shine was held the second Saturday of November last year. The committee
discussed holding both the fall trash pick-up and leaf raking events on 11/14/2026.
e. Light Up Star Contest

Discussion was tabled until a future meeting.
7. ADJOURNMENT
The meeting was adjourned at 8:19 PM. The next regularly scheduled Star Beautification
meeting will be on Monday, March 16, 2026, at 6:30 PM at Star City Hall.
