BEAUTIFICATION COMMITTEE MEETING MINUTES

1. Call to Order and Roll Call: Sue called the meeting to order at 6:30 PM.
PRESENT: Lori Billaud, Staff Liaison Ryan Field, Sina Floyd, Robin Garcia, Council Member
Jennifer Salmonsen, Sue Speer
ABSENT: Jill Rogers (excused)
2. Approve the 2/23/2026 Meeting Minutes (ACTION ITEM)
Motioned by Robin, seconded by Lori to approve the minutes of the February 23, 2026
meeting. Unanimous approval.
3. Plan Make Star Shine Spring (4/25/2026)
Arrival and Setup: Lions Club will be participating on same day, and all committee
members that will be attending agreed to arrive at 8:30am, with volunteers arriving at
9:00am. Meeting place will be Star City Hall for photos and appreciation, then groups will
be assigned and disbursed. The committee will set up grabbers, vests, and assist with
waiver signing. Tables will need to be brought for setting up. Volunteer Allocation
Suggestions: New Hope: 4–6 volunteers, Star City section: 12 volunteers (both
recommended by Sue). Lions section: Minimum of 10 volunteers (recommended by Lori).
Required Waivers: Same waiver as used before for MSS from Star (confirmed by Ryan), ITD
waiver will need to be done for Highway 44 project (confirmed by Jennifer), ACHD is the
New Hope waiver (confirmed by Jennifer). As opposed to signing online waivers, volunteers
will sign waivers when they arrive for MSS; unanimous group decision.
Volunteer Age Limits: Committee decided if parents bring younger children, Freedom Park
will be an option.
Volunteer Recruitment/Advertising Plan:
i. Facebook & Sign-Up Setup: Sue to provide drafts to the committee of a proposed
Facebook post and a SignUpGenius form which has been used in previous years.
Jennifer and Ryan can then coordinate with Dana (City PIO) about posting the
information on the City’s Facebook account.
ii. Recruitment Strategy: Committee will assess effectiveness of Facebook/
SignUpGenius/emailing past volunteers first. If needed, flyers will be created ~2
weeks prior to the event. Sina to follow up with Sue around the 6th of April to review
sign-up progress.
iii. City Page Updates: MSSS not currently listed on Beautification Committee page.

iv. Newsletter Promotion: Jennifer suggested adding an announcement to City of Star
newsletter. Sue to provide drafts to Jennifer, who will coordinate with Dana.
Other MSSS Tasks to Do Before 4/20/2026 Meeting:
i. Jennifer to request dates from ITD and ACHD and request and pick up signs. Sue to
adjust volunteer handouts for the event day.
4. Project Status Update
City Hall Art Exhibit: Committee will vote at next meeting. Sue and Ryan will coordinate to
pull up applications for review during 4/20/2026 meeting. Jennifer suggested a social
media post for artists’ call; Sue will draft a post for Ryan or Jennifer to be sent to Dana.
Traffic Box Art Program: Ryan to follow up on number of boxes that can be wrapped. Sue
suggested wrapping 3 boxes per fiscal year and Jen and Ryan confirmed that this would be
reasonable for the budget. Additional artists call out to be determined at a future meeting.
Make Star Shine Fall: Ryan confirmed the Riverhouse is booked for the second weekend in
November. The venue will be reserved for that same weekend annually moving forward.
Other Projects: none
5. FYE 9/30/2026 Budget Update:
Per Sue and confirmed by Jen confirmed: $500.00 has been spent on gift cards for Light Up
Star; $1,500.00 left remaining
6. Discuss FYE 9/30/2027 Budget
General discussion was held on potential items and areas for new requests. Last year’s
budget items were discussed, Sue shared examples of prior requests and guiding
questions for new ideas, Ryan suggested considering areas where construction is mostly
complete, and mentioned that the Revitalization meeting is scheduled for 4/21;
Beautification Committee members are welcome to attend, and that may assist with idea
generation. Agreed upon by committee that budget requests/ideas should be sent to Sue
by April 8, 2026 for summary and inclusion in a future agenda.
Budget should include candy for Hometown Parade if float is done by Beautification
Committee.
Jen to request that Beautification Committee oversee tree grant program

8. Adjournment: The meeting was adjourned at 7:52 PM. The next regularly scheduled Star
Beautification meeting will be on Monday, April 20, 2026, at 6:30 PM at Star City Hall.
